In the earlier postings(04 Oct 09), I appealed for an URGENT MODIFICATIONS REQUESTED TO AFSI 01/S/08, in this blog. Similar disparities exist in the ASI and NSI 01/S/08, which also needed urgent amendments, as stated below:-

(A) ASI 01/S/2008.
Para 3(a) PBOR term may be replaced with "SAINIKS OR OTHER RANKS" (SEP/NCOs/JCOs/HON COs RANKs), AS the same denotes all ranks OF SEPs TO HONY COMM OFFR RANKS including Class IV Civilian Staff and Nc(E), BELOW OFFICER RANKS, which is not proper by any Army standards. The Class IV and NCs(E) form a different class by themselves. Thus clubbing them all into one class gives wrong signals, such as, ALL OF THEM ARE EITHER GROUP 'D' OR GROUP 'B'. Obviously, PBOR means only there are (1)OFFICERS CLASS and (2)BELOW OFFICERS CLASS.
5(d) MSP :- The fixed rates of Rs.6000/-&2000/- may be DISPENSED WITH, as the same reasoning could be deduced as stated at (a) above.
MSP MAY BE FIXED AT A CERTAIN PERCENTAGE TO THE BASIC PAY OF ALL RANKS, AS THEIR SERVICES ARE BATTLE PRONE. (The High Level Empowered Committee headed by the Then RM Shri Sharad Pawar opined that the AF Personnel's services are distinct and a SPECIAL DISPENSATION IS NEEDED (even for their pensions). Therefore, it would be just to fix MSP
(1) PREFERABLY 50% OF BASIC PAY OF OTHER RANKS (DOUBLE THE RATE OF NER ALLOWANE @25% to the basic pay GIVEN TO CIVILIAN EMPLOYEES(WHOSE SERVICES ARE NOT BATTLE PRONE), OR
(2) RS.2000/- TO SEPOYS, 2500/- TO L/NAIKS, 3000/- TO NAIKS, 4000/- HAVILDARS, 5000/- TO JCOs AND 6000/- TO HONY COs AND THEIR EQUIVALENTS.
(3) The Same Rates given to the MNS officers (whose services are not BATTLE PRONE).
Para 13. ENTRY LEVEL SCALES.
ALL SCALES BE RAISED BY ONE STEP ABOVE. THAT IS STARTING WITH A RECRUIT'S GRADE PAY AT Rs.1900/-, SEPOY 2000/ NAIK-2800/- IN PB-1, HAV BE MOVED UP TO PB-2, GP 4200/-, JCOs TO 4800/-,4800 AND 5400/ IN PB-2 AND HON COS TO 5400/- IN PB-3.
PARA 14. PROMOTION:-
The present dispensation of 3% increase of pay on promotion is unjustified. This is given for annual increment. Annual increment and Promotion are TWO different entities. Hence at least a 10% increase in existing pay is justifiable on account of hard earned promotions/ACP/DACPs.
Para 15. ACP : In the present form it is detrimental to the interests of airmen. May be formulated on the lines of orders issued in respect of civilian employees.

THESE THREE TRADES - ARTIFICER III-I OF NAVY, ENGG.DIP. SGT AND EDN INST TRADES OF ARE TO BE GIVEN SEPARATE PAY SCALES WITH PAY BANDS IN PB-2 WITH GRADE PAY OF 4400 AT LEAST.
HAVILDAR AND EQUIVALENTS MAY BE GIVEN GP OF 4200 IN PB-2.
PARA 22. POWER TO RELAX.
Where the President is satisfied that the Operation of all or any of the Provisions of THESE RULES, CAUSES UNDUE HARDSHIP in any particular case, he may, BY ORDER, DISPENSE WITH OR RELAX the requirements of that RULE to such an extent and SUBJECT SUCH CONDITIONS as he may consider necessary for dealing with the case in a JUST AND EQUITABLE MANNDER.
SO, there being a provision to change/relax/dispense with any para/, the task of changing the relevant unhlpful para/rule becomes easy.
HEPEFULLY, THE GOVT WILL ACT FAST AND RELIEVE THE TENSIONS OF ALL VETERAN EX-SERVICEMEN.

thinks twice about assisting fellow employees, and he always
finishes given assignments on time. Often he takes extended
measures to complete his work, sometimes skipping coffee
breaks. Rajesh is a dedicated individual who has absolutely no
vanity in spite of his high accomplishments and profound
knowledge in his field. I firmly believe that Rajesh can be
classed as a high calibre-employee, the type that cannot be
dispensed with. Consequently, I truly recommend that Rajesh be
promoted as an executive, and a proposal will be
executed as soon as possible.

LET THE VETERANS (JCOsAND BELOW) GET SOMETHING : VET.PRABHJOT SINGH PLS Retd
THE FOLLOWING IS POSTED FOR THE BENEFIT OF INFORMATION OF ALL VETERAN BROTHERS, ALONGWITH THE COMMENTS OF SOME VETERANS:-

Dear Veterans,
The guardians of the nation’s security, who guarded the nation at the risk of their life without asking the reason why but followed the tradition of do and die, are being killed inch by inch, both by the govt. and their own senior veterans who still matter in the govt.
JCOs. and below, who count for 96% in the Armed Forces of India, are being neglected at every step by the govt. while granting them the pension and other post retrial benefits. Veterans up to the rank of Hav. have been placed in the Pay Band - I along with class IV Civilians and most of them draw a basic pension of Rs. 3500/- PM , an amount being bagged by Chokidars, Malis , Cooks and Sweepers etc.
Realizing the pathetic condition of these veterans,committee headed by Cabinet Secretary recommended a step of equating Pre - 96 with Post- 10.10.97 counter parts to remove the anomaly in their pension, and same has been announced in the union budget on 6-7-2009 ,then in Parliament on 12-07-2009 and then finally by Hon'ble Prime Minister on 15-08-2009 although giving it a name of ONE RANK ONE PENSION for PBORs only.
This flared up the mood of superior veterans who protested against the grant of ONE RANK ONE PENSION only to JCOs. and below without waiting for a moment to think that it was a removal of anomaly relating to JCOs. and below only.
However, the Hon’ble Defence Minister, Mr. A.K. Antony silenced them by announcing ONE RANK ONE PENSION for all including officers in Lok Sabha 0n 12 July, 2009 which was in fact a step to implement the decision of court regarding the pay anomaly of Maj. Generals and giving a separate pay scale to Lt. Generals, as well as their counter parts, in civil.
The govt., after the announcement, has immediately issued the orders for Lt. Generals and Major Generals but the orders for JCOs.and below are still gathering dust in the Ministry of Defence and not yet issued, presumably, at the instance of some of the remaining senior veterans who have not been benefited by this announcement of the govt.
The travails of JCOs.and below do not end at this stage. The orders for giving pension to JCOs. at the rate of 60% of their last drawn payand to Hav. and below at the rate of 70%, which were acceded by the govt. along with change of pay band from PB-3 to PB- 4, in case of Lt. Cols., have also not been issued till date where as the Lt. Cols. have received the revised pension, as a result of change in pay band, long ago.
Such discriminatory treatment to veterans( JCOs. and below) is not un- common in every field, may it be in granting pension or canteen benefits to them. They have been authorized to purchase cars from CSD canteen only up to 1300 CC, after a gap of 7 years, only if they have current Driving License and earned pension after a minimum 15 years of service where as officers including Short Service Commissioned Officers and Emergency Commissioned Officers who are not drawing any pension, can purchase a car of any brand after a gap of 2 years without having current Driving License.

Dear PJS JI, JCOs and below who had done the duty sincerely and performed the tasks assigned without expecting the outcomes were now subjected to conditions and restrictions when pension benefits are granted LEFT AND RIGHT TO OFFICERS AND CIVILIANS , HAVING IN MIND THAT ALL EXSERVICEMEN WILL BE EMPLOYED AFTER DISCHARGE, BUT HOW FAR IT IS TRUE THAT EX SERVICEMEN ARE EMPLOYED?
Those who want to lead a decent life after the discharge are subjected to conditions when OROP is granted. The GOVT is also providing benefits to officers by granting benefits to LT GENs and Maj Gens immediately but for JCOs and below the GOVT wants to remain as a silent spectator. This is the time we must unite together and PROJECT THE ACTUAL FACTS AND POSITIONS TO THE GOVT AND ASK FOR THE BENEFITS WHICH ARE NORMALLY GRANTED.
WHEN PERFORMING DUTIES WE HAD NOT PUT ANY RESTRICTIONS OR CONDITIONS THAT I WILL WORK UPTO 1330HRS ONLY AND AFTERWARDS MY DUTY IS OVER AND YOU PUT SOMEBODY ELSE FOR THE DUTY.
NO, NEVER. IF THAT IS THE FACT WHY THERE IS A RESTRICTION OF UPTO 1300CC ONLY FOR PURCHASING CARS THAT TOO AFTER A GAP OF 7 YEARS. JCOS AND BELOW WILL NEVER PURCHASE CARS FOR PLAY THAT TOO ONLY ON UNAVOIDABLE CIRCUMSTANCES THEY WILL GO FOR A CAR.

In what is being described as an act of variance with the Law Minister’s announcement of reducing government-filed frivolous litigation, the Ministry of Defence (MoD) is still filing appeals before division benches of High Courts against orders passed by Single Benches granting disability pension to voluntary retirees.
It may be recalled that 1998 onwards, High Courts have time and again held that the action of the defence ministry in denying disability pension to voluntary retirees was discriminatory and bad in law. In 2008, the Supreme Court also upheld the grant of disability benefits to voluntary retirees.
While forwarding proposals before the Sixth Pay Commission, the Defence Ministry had itself termed the rule denying disability pension in such cases as “archaic and out of tune with reality”.
The proposal was thereafter accepted by the pay commission, which directed the removal of this anomaly.
Ex-servicemen organisations are perturbed with the stand of the Defence Ministry in fresh appeals before the courts, wherein the ministry has justified the denial of disability pension to voluntary retirees whereas the same has already been held to be arbitrary by the SC and the pay commission acting upon the Ministry’s own statement.
Veterans have pointed out that such appeals filed by the Ministry are not only in total conflict with the SC’s verdict but also against the government’s own stand before the pay commission. They add that besides leading to extra burden the exchequer, this “unethical litigation” was also putting unnecessary work pressure on the government personnel concerned.
The MoD, on the other hand, has already released a circular authorising disability pension to voluntary retirees. Strangely, while the Courts had imposed no such restriction, the orders by the MoD stipulate that the new dispensation shall only be applicable to personnel retiring after January 2006.
Legal experts point out that the petitioner in the leading case on the subject, Mahavir Singh Narwal vs Union of India, decided by the SC, was a retiree of the 1980s. They contend that if a large number of voluntary retirees prior to 2006, have been granted disability pension by the courts, then the cut-off date imposed by the government was unfair and would only force earlier retirees to move courts.

Formation of Forum on All India Level for JCOs,SNCOs,NCOs and Other Ranks:Veteran Prabhjot Singh Chhatwal PLS Retd.
Dear Veterans,
Regards As discussed on Gavini's C'box yesterday i.e. on 3-11-2009, in afternoon, I put the following proposal for eliciting your constructive suggestions on the procedure to be followed to pursue the demands of JCOs, SNCOs, NCOs and other ranks from a common platform formed on All India Level. Please give your frank views in un-mincing words in details.
1.Should there be an All India Forum for JCOs, SNCOs NCOs and other ranks. If yes, I suggest, there should be State Groups in every state.
2.What should be the criteria of enrolling the members at state level.
3.To run any organization effectively, you need finances which you have to manage your self by charging a nominal fee from your members only. No govt. or other body is going to help you. As such, what should be the membership fee to be charged from a member which should remain with the State unit only. In my body, now we charge Rs. 100/- for life from JCOs and Rs.50 /- from Hav. and below. We do not charge any fee from widows.
4. What should be the affiliation fee to be given by the State Unit to All India Hq. annually.
5 Finally, what should be the name of this body. I suggest it may be called, 'All India Veteran Group' at national level and 'Veteran Group Punjab, Veteran Group Tamil Nadu, Veteran Group Gujerat, and Veteran Group Andhra Pradesh etc. at state level.

Since the TARGET GROUP of the body is a vast majority of around 90%, consisting of Lowest three ranks, and as such these are the worst affected group, the aims and objectives must revolve around them(sep/Na/Hav & equivalents) on all welfare matters. Others (JCOs) may also be included, mostly for the purposes of status and dignity matters.
The registered HQ of the apex body may be at Delhi, so as to facilitate easy accessibility of authorities to the office bearers. Each state/ut must have a registered state/ut level office and the president and secretary of the state/ut office must find place in the executies committee of the apex/Delhi HO.
All ex-servicemen (ORs)/Widows/FAMILY pensioners may become members.
Finances: (a)The annual subscription may be, JCOs-Rs.500/-, SNCOS/NCOs-300, SEPOYS- 200/- and widows/FAMILY pensioners -100/-
(b) Life subscription : JCOs - 10000/-15000/- SNCOs/NCOs - 8000/-10000 SEPOYS - 6000/-8000/- WIDOWS/FAMILY PENSIONERS - 4000/- 6000/-
A flat 10-15% of state/ut annnual sub.fee amount may be given to apex/HQ at Delhi.
To cut short overhead expenses, hiring of offices, staff may be avoided and the routine work may be conducted at some Patron or Chief Patrons' place (if offered voluntarily). And the meetings/seminars could be planned at appropriate places (need based payment basis) with the help of local committee members.
Persons of adequate knowledge/expertise with due seniority/position may be roped in to assist the org (voluntarily or a nominal honorarium, to be decided)
Annual accounts may be audited by the local CA. and submitted to the HO.

PJS Sir,
Its a wonderful idea. We should have done this long back but even now it is not too late. In most of the Ex-Servicemen organisation I have seen maximum members are JCOs and below. The Officers are given top posts only as mark of respect and also with our interest they are being made leaders to look into our problems, if our problems are neglected and they bother about their own problems with our support, better we look after our future ourselves. If we start an All India Level JCOs ORs league, we only need to remove the officers from the top posts. They can not go ahead without our support. My self and Vet. Gavini will followup at Hyderabad and also request all to do the same at all States.
The ideas expressed by Vet. Gavini are acceptable except the subscription for life membership. I feel the amounts are more and needs to be reduced to half atleast. We better give this responsibility to PJS sir and we must support him.

I am not in favour of makeing new Fourm/association. we have too many like IESL, IESM, Air force association, Navy foundation..... etc. My question is how many function effectivelly. New formation needs time for identification.we need to strengthen our old formation like IESL/IESM.
I am airforce veteran retaired as Sgt, joined AFA, but what AFA is doing, every body knows. Formation like AFA/Navy foundation cant do more for ESM as they have system with them. we all should join one formation & show strength of formation/ ESM. regards

There was an organisation called National Ex-servicemen Co-ordination Committee members of which were JCO/OR equivalents.Anyhow, an organisation exclusively for personnel other than Commissioned officers is the need of the hour to represent our cases effectively to the Govt.

Respected Veteran PJS Ji, Nice thought and better late than never. Also very good thought of Mr. Gavini/Mr.Raju and Mr. Ajay.
I think Ajay is right at some point It will take some time for a new formation to identify itself and at this crucial time finally come to the rescue of underpriveleged veterans.
If feasible as PJS ji is already doing things in right direction not for the Punjab & Chd. but for the whole veteran fratenity below officer ranks, we must support him whole heartly and extend all the possible help.
Though Mr. Gavini/Mr Raju/Mr Ajay/Mr RKS/Myself..................................andnonending will be always standing by. Since he is already heading the prestigious and oldest leage, without much financial and admin support it can be supported and extended to the whole national. There is no barier in this technology age.
Coming to the next as per Mr. Gavini and Mr. Raju's thought, I fully agree on that since target group is vast majority, we must need an organisation in place to take care/put forward the welfare needs of whole targeted group.
On what should be the criteria of enrolling the members- It should be open for all members of this group. Initially Life time membership fees should be minimal in keeping in mind the numbers say Rs. 300 for Nb Sub to Sub Maj and Rs. 200/- Hav & below ranks. No fees for Widows. No other fees initially, though there should be provisions in place to take donations volunterily and also to involve corporate houses for help in this noble cause.

PJS Sir I request you to prepare a letter on your league side addressing all Ex-Servicemen organisations in India and post the same in PDF format in your blog.(pdf format can be obtained by scanning the letter) so that we can approach such organisatons and get their approval in their meetings and forwarward the same to you. If not, the same can be attached to mail and forward the same to all through e-mail. The main problem with all is access to computer,internet and knowledge to operate. But if approached in person during meeting I think all will endorse the same. There are only few regular chatters on our blogs. We need to exploit the avenues and mobilize the strength. I don't think it is a very tough task if committed by all.

The basic idea is to have an EXCLUSIVE FORUM to voice the grievance for the EXCLUSIVE (other ranks) who have no avenue to do so, as on date. The existing organisations, all have officers and their problems are well taken care of.
Vet. PJ Singhji (President IESL Panjab & C'Garh) is heading the biggest ever EXSM Org. where a large number of military families reside. In Panjab, even every Dist has such organisations. All od them are dominated by a very senior retired officers. It is an HONOUR AND PRIDE, FOR ALL OF US, that an EX SGT is at the HELM OF AFFAIRS, and taking care of issues of OFFICERS also, besides representing other ranks issues.
My take is that Vet.PJ Singhji would not be ALLOWED to represent OTHER RANKS CAUSE more than what he is doing, and the way WANT HIM DO. He would be answerable, for all his actions, to the members of IESL. It would ALSO BE, SIMPLY EMBARASSMENT TO HIM.
THE NAME SUGGESTED BY RK SHARMA, I feel, SUIT OUR REQUIREMENT. Regarding his inability to do full time work, it is understandable. We can do this in phased manner. There is no hurry to do things all at a time. We can definitely prioritise issues.
But we can always have VOLUNTEERS. RKS/Ajay from Delhi area(?), MYSELF AND RAJU from Hyderabad, S KANNAN/Rajan from Tamilnadu, MWO Gangadharan from Bangalore, JS Chritian from Ahmedabad, Babs from Kerala(?), Balbir Singh/Walavalkar from Mumbai, Das from Calcutta, Rajan from TN, Jagannathan (US), Manimala from Dubai etc. to name a few. Others please excuse me for not naming because of lack of information.
The subscriptions and financing pattern could be discussed. My suggestion of levying sub.to widows also is on the belief THAT NOTHINGS COMES FOR FREE. And they are eligible and get more pensionar benefits than the surviving exsm.
In today's era of cost of living, a 1000/500 note can easily be compared to a 100/50 note of 1996. Hence, life membership amount is shown at a higher side.
We cannot create an Org for an AD-HOC PURPOSE. It must be LONG LASTING. OROP or the present Pension tables etc. Need not PANIC to miss the train/bus. THERE IS ANOTHER OPPORTUNITY WAITING. JUST HAVE PATIENCE AND HOPE FOR THE BEST.
TRUE, DIFFICULTIES EXIST for setting up of a new organisation, what we call TEETHING PROBLEMS. Just imagine the PAIN OF A MOTHER AT CHILDBIRTH, and compare. It would be nothing.

2.What should be the criteria of enrolling the members at state level.
3.To run any organization effectively, you need finances which you have to manage your self by charging a nominal fee from your members only. No govt. or other body is going to help you. As such, what should be the membership fee to be charged from a member which should remain with the State unit only. In my body, now we charge Rs. 100/- for life from JCOs and Rs.50 /- from Hav. and below. We do not charge any fee from widows.
4. What should be the affiliation fee to be given by the State Unit to All India Hq. annually.
5 Finally, what should be the name of this body. I suggest it may be called, 'All India Veteran Group' at national level and 'Veteran Group Punjab, Veteran Group Tamil Nadu, Veteran Group Gujerat, and Veteran Group Andhra Pradesh etc. at state level.

Since the TARGET GROUP of the body is a vast majority of around 90%, consisting of Lowest three ranks, and as such these are the worst affected group, the aims and objectives must revolve around them(sep/Na/Hav & equivalents) on all welfare matters. Others (JCOs) may also be included, mostly for the purposes of status and dignity matters.
The registered HQ of the apex body may be at Delhi, so as to facilitate easy accessibility of authorities to the office bearers. Each state/ut must have a registered state/ut level office and the president and secretary of the state/ut office must find place in the executies committee of the apex/Delhi HO.
All ex-servicemen (ORs)/Widows/FAMILY pensioners may become members.
Finances: (a)The annual subscription may be, JCOs-Rs.500/-, SNCOS/NCOs-300, SEPOYS- 200/- and widows/FAMILY pensioners -100/-
(b) Life subscription : JCOs - 10000/-15000/- SNCOs/NCOs - 8000/-10000 SEPOYS - 6000/-8000/- WIDOWS/FAMILY PENSIONERS - 4000/- 6000/-
A flat 10-15% of state/ut annnual sub.fee amount may be given to apex/HQ at Delhi.
To cut short overhead expenses, hiring of offices, staff may be avoided and the routine work may be conducted at some Patron or Chief Patrons' place (if offered voluntarily). And the meetings/seminars could be planned at appropriate places (need based payment basis) with the help of local committee members.
Persons of adequate knowledge/expertise with due seniority/position may be roped in to assist the org (voluntarily or a nominal honorarium, to be decided)
Annual accounts may be audited by the local CA. and submitted to the HO.

PJS Sir,
Its a wonderful idea. We should have done this long back but even now it is not too late. In most of the Ex-Servicemen organisation I have seen maximum members are JCOs and below. The Officers are given top posts only as mark of respect and also with our interest they are being made leaders to look into our problems, if our problems are neglected and they bother about their own problems with our support, better we look after our future ourselves. If we start an All India Level JCOs ORs league, we only need to remove the officers from the top posts. They can not go ahead without our support. My self and Vet. Gavini will followup at Hyderabad and also request all to do the same at all States.
The ideas expressed by Vet. Gavini are acceptable except the subscription for life membership. I feel the amounts are more and needs to be reduced to half atleast. We better give this responsibility to PJS sir and we must support him.

I am not in favour of makeing new Fourm/association. we have too many like IESL, IESM, Air force association, Navy foundation..... etc. My question is how many function effectivelly. New formation needs time for identification.we need to strengthen our old formation like IESL/IESM.
I am airforce veteran retaired as Sgt, joined AFA, but what AFA is doing, every body knows. Formation like AFA/Navy foundation cant do more for ESM as they have system with them. we all should join one formation & show strength of formation/ ESM. regards

There was an organisation called National Ex-servicemen Co-ordination Committee members of which were JCO/OR equivalents.Anyhow, an organisation exclusively for personnel other than Commissioned officers is the need of the hour to represent our cases effectively to the Govt.

Respected Veteran PJS Ji, Nice thought and better late than never. Also very good thought of Mr. Gavini/Mr.Raju and Mr. Ajay.
I think Ajay is right at some point It will take some time for a new formation to identify itself and at this crucial time finally come to the rescue of underpriveleged veterans.
If feasible as PJS ji is already doing things in right direction not for the Punjab & Chd. but for the whole veteran fratenity below officer ranks, we must support him whole heartly and extend all the possible help.
Though Mr. Gavini/Mr Raju/Mr Ajay/Mr RKS/Myself..................................andnonending will be always standing by. Since he is already heading the prestigious and oldest leage, without much financial and admin support it can be supported and extended to the whole national. There is no barier in this technology age.
Coming to the next as per Mr. Gavini and Mr. Raju's thought, I fully agree on that since target group is vast majority, we must need an organisation in place to take care/put forward the welfare needs of whole targeted group.
On what should be the criteria of enrolling the members- It should be open for all members of this group. Initially Life time membership fees should be minimal in keeping in mind the numbers say Rs. 300 for Nb Sub to Sub Maj and Rs. 200/- Hav & below ranks. No fees for Widows. No other fees initially, though there should be provisions in place to take donations volunterily and also to involve corporate houses for help in this noble cause.

PJS Sir I request you to prepare a letter on your league side addressing all Ex-Servicemen organisations in India and post the same in PDF format in your blog.(pdf format can be obtained by scanning the letter) so that we can approach such organisatons and get their approval in their meetings and forwarward the same to you. If not, the same can be attached to mail and forward the same to all through e-mail. The main problem with all is access to computer,internet and knowledge to operate. But if approached in person during meeting I think all will endorse the same. There are only few regular chatters on our blogs. We need to exploit the avenues and mobilize the strength. I don't think it is a very tough task if committed by all.

The basic idea is to have an EXCLUSIVE FORUM to voice the grievance for the EXCLUSIVE (other ranks) who have no avenue to do so, as on date. The existing organisations, all have officers and their problems are well taken care of.
Vet. PJ Singhji (President IESL Panjab & C'Garh) is heading the biggest ever EXSM Org. where a large number of military families reside. In Panjab, even every Dist has such organisations. All od them are dominated by a very senior retired officers. It is an HONOUR AND PRIDE, FOR ALL OF US, that an EX SGT is at the HELM OF AFFAIRS, and taking care of issues of OFFICERS also, besides representing other ranks issues.
My take is that Vet.PJ Singhji would not be ALLOWED to represent OTHER RANKS CAUSE more than what he is doing, and the way WANT HIM DO. He would be answerable, for all his actions, to the members of IESL. It would ALSO BE, SIMPLY EMBARASSMENT TO HIM.
THE NAME SUGGESTED BY RK SHARMA, I feel, SUIT OUR REQUIREMENT. Regarding his inability to do full time work, it is understandable. We can do this in phased manner. There is no hurry to do things all at a time. We can definitely prioritise issues.
But we can always have VOLUNTEERS. RKS/Ajay from Delhi area(?), MYSELF AND RAJU from Hyderabad, S KANNAN/Rajan from Tamilnadu, MWO Gangadharan from Bangalore, JS Chritian from Ahmedabad, Babs from Kerala(?), Balbir Singh/Walavalkar from Mumbai, Das from Calcutta, Rajan from TN, Jagannathan (US), Manimala from Dubai etc. to name a few. Others please excuse me for not naming because of lack of information.
The subscriptions and financing pattern could be discussed. My suggestion of levying sub.to widows also is on the belief THAT NOTHINGS COMES FOR FREE. And they are eligible and get more pensionar benefits than the surviving exsm.
In today's era of cost of living, a 1000/500 note can easily be compared to a 100/50 note of 1996. Hence, life membership amount is shown at a higher side.
We cannot create an Org for an AD-HOC PURPOSE. It must be LONG LASTING. OROP or the present Pension tables etc. Need not PANIC to miss the train/bus. THERE IS ANOTHER OPPORTUNITY WAITING. JUST HAVE PATIENCE AND HOPE FOR THE BEST.
TRUE, DIFFICULTIES EXIST for setting up of a new organisation, what we call TEETHING PROBLEMS. Just imagine the PAIN OF A MOTHER AT CHILDBIRTH, and compare. It would be nothing.

DIFFERENT MOVES TO ATTRACT FRESH TALENT TO JOIN DEFENCE FORCES

BEIJING: Major companies sometimes offer a starting bonus to recruit highly experienced persons at the senior management level. China's People'S Liberation Army has now gone several steps ahead of commercial corporations by offering starting bonus to fresh graduates.
PLA is now offering up to 24,000 yuan ($3,500) to each graduate joining military service at the point of entry besides the usual salary and perks. The money is being described as reimbursement for college education expenses or assistance to pay off educational loans that some students may have taken.
The military is also promising to curb corruption at recruitment centers and offer special incentives for female graduates. It has extended the maximum age of entry for female graduates by two years to 24.
Fast paced industrial development has made it difficult for the PLA to attract talent in the face of high-paying commercial organizations. Though one-third of the fresh graduates struggle to find employment, there is a strong reluctance among the bright students to opt for military service.
The military brass is also trying to curb corruption at the recruitment centers, which keeps away many good candidates. The PLA Daily recently quoted military authorities asking lower officials not to use their influence to interfere in the draft process. The local media is also highlighting complaints made over the Internet about officials connected to Conscription Offices charging between 50,000 yuan and 100,000 yuan to ensure a job.
A recruitment official in Xunxian in Hubei Province, was indicted earlier this year for taking 55,000 yuan as bribes from 20 young men, according to the Supreme People's Procuratorate.
Graduates are also being lured with the promise of higher education at military academies. Military jobs have been made flexible allowing graduate recruits to opt out of military service and choosing to go for police or other law enforcement duties after completing two compulsory years of service.
Xu Qiliang, the current commander of the PLA Air Force, recently said that the Air Force is creating a large back-up force with young graduates.
In an effort to woo more well-educated recruits, female graduates are entitled to preferential standards for the first time. For instance, the maximum age for female recruits with four-year college education or higher has been lifted from 22 to 24, while the limit for female graduates with a three-year education was raised from 21 to 23.

New Delhi, Sep 19 (ANI): Defence Minister A K Antony has strongly favoured sorting out of anomalies in the Sixth Central Pay Commission (CPC) notification raised by the three services chiefs in their representation to the government. In his latest letter to Finance Minister P Chidambaram this week, Antony raised the issues, including the ones relating to Personnel Below Officer Rank (PBORs), top Defence Ministry sources said in New Delhi on Friday.
Yes, the Defence Minister has written a letter to the Finance Minister in which he has raised certain issues relating to the disparities that has crept into the pay commission notification, the sources confirmed. Among the issues raised by Antony was the one relating to the extant pensionary weightage and sought that it be restored till the time the proposal for lateral entry for them into paramilitary and central police forces was approved and implemented.
Under the Sixth CPC proposal, the PBORs are to be given an opportunity for lateral entry into the paramilitary and central police forces, but they would forego 50 per cent of their pension calculated on the basis of their last drawn pay at retirement.
But the government is yet to approve the proposal for lateral entry, which has led to a situation where the PBORs lose out both on re-employment and pension fronts. Most PBORs retire at a relatively young age of about 35 years, after putting in about 15 to 17 years of service in the armed forces, a move aimed at keeping the fighting force young

Antony has written the finance ministry to examine a major grouse of personnel below officer rank (PBOR).Hitherto, PBORs had been drawing pension in proportion to their years of service. However, the Sixth Pay Commission has recommended that their pension would be half of the last pay drawn.
“Antony has written a letter to the finance ministry strongly recommending that PBORs be granted pension in proportion to the number of years they have served,” a defence ministry official said Friday.
Antony wrote the letter earlier this week. The pension demand is one of the core issues raised by the armed forces in relation to the pay panel report. However, since Antony’s letter only speaks about PBORs, this is an indication that the other issues pertaining to the officer cadre has been put on the back burner.

New Delhi, Feb 7 (ANI): The armed forces are unhappy over the dilly dallying tactics of the government with regard to their demands on the Sixth Pay Commission. The demands of men in uniform, which have been met partially after a long delay, suggest that the quest for equal status with the civilian arm has been brushed aside with disdain.
In wake of the Mumbai terror strikes and rising tension with our neighbours, the government needs to be firm in decision-making, and ensure the strength and morale of its armed forces remains intact. The self-pride of the armed forces is being subverted by narrow minded interests, said a senior army officer.
The three major demands of the armed forces are — a hike in pension (70 percent of the last pay drawn) in respect of personnel other than officers; restoration of the status of Lt Colonels in the higher pay band (Pay Band-IV); and restoration in the status of Lt Generals vis-a-vis Director Generals of Police (DGPs).
The first demand has been met, but the other two demands, for restoration in status of Lt Colonels and Lt Generals have either been rejected or have come with certain restrictions, making it ineffective.
A new category of Higher Administrative Grade Plus has been created in all services, except the armed forces, under which the Director General level officers have been placed. These HAG Plus officers have been placed in a Pay Band higher than that of even Lt. Generals in the Army and their equivalents in the Navy and Air Forces.
Sixth Pay Commission did not create the demands, but the bureaucracy has created these anomalies to undermine the status of officers of the armed forces, the senior officer said. The bureaucrats and the police hierarchy are trying to denigrate the armed forces out of sheer complex and to promote their own vested interests. The officer further said that delaying tactics is going on by the bureaucracy and the government is just setting up one committee after another to buy time and to ward off genuine demands.
If the PMO and the ministerial committee headed by Pranab Mukherjee, and the Group of Ministers that have all powers, cant resolve the pay commission grievances, then no one is going to look after the demands, he added. The official said that it is sheer unwillingness on the part of the government to meet the grievances of the armed forces. The status of DGPs vis-a-vis Lt. Generals till Fourth Pay Commission was of a junior officer and the Fifth Pay Commission granted them parity. The Sixth Pay Commission rejected the demand of giving DGPs seniority in status in comparison to Lt. Generals, but the IPS lobby in collusion with committee of secretaries gained seniority.
During the Fifth Pay Commission, 41 out of 48 demands of the armed forces were not met.

A SEPARATE PAY COMMISSION FOR ARMED FORC ES

The note was sent along with a letter from the PMO on the decision on a separate pay commission for the armed forces to delink their salary revision from other government employees. New Delhi, May 4 (ANI): Heeding the long held demand of retired defence personnel, the Government has constituted two high-level committees to look into the various issues concerning ‘One Rank, One Pension’ of ex-servicemen. In the absence of ‘One Rank-One Pension’, anomalies in the pension of two persons of same rank arise and also there are instances of hundreds of war veterans drawing lower amount of pension as compared to personnel who retired in the recent past.
The Government has constituted a high level committee headed by the Cabinet Secretary to reduce the gap in the pensionary benefits to soldiers and officers and bring it as close to ‘One Rank, One Pension’.
“The other members of the committee are Defence Secretary, Home Secretary, Secretary (Personnel), Secretary (Expenditure), and Secretary (Ex-Servicemen Welfare),” said a senior Defence ministry source.
Financially the decision will additionally cost the government around 500-600 crore per annum and would be much less than the estimated financial liability for grant of OROP, the source said. The other committee set up by the Ministry of Defence will be headed by Secretary (Defence Finance), Indu Liberhan, to sort out anomalies in the implementation of orders relating to armed forces pensioners.
The Sixth Pay Commission report had recommended 50 per cent weightage for armed forces PBORs during retirement, whereas earlier they would receive 70 per cent weightage until rehabilitated in other paramilitary forces. (ANI)

ELECTION COMMISSION ISSUES NOTICE TO CABINET SECRETARY

New Delhi, May 6 (IANS) The Election Commission Wednesday took strong note of the government’s reported decision of setting up a high-level committee to consider the ex-servicemen’s one rank-one pension demand that may be in violation of the poll conduct code. The poll panel issued notice to union Cabinet Secretary K.M. Chandrasekhar seeking clarification from him on media reports about the decision. According to the reports, the government Tuesday set up a high-level committee headed by the cabinet secretary to consider the ex-servicemen’s demand and reduce the gap in their pensionary benefits. “Based on the media reports, the commission decided to issue notice to (the) cabinet secretary, seeking his clarification on the matter,” Deputy Election Commissioner R. Balakrishnan said.
The government’s decision comes after a large number of ex-servicemen criticised it for ignoring their demand and vowed to vote for the Bharatiya Janata Party (BJP) in the polls.

New Delhi, June 4 (IANS) President Pratibha Patil Thursday said that the cabinet committee formed to look into the long standing ‘one rank one pension’ demand of armed forces veterans will submit its report by the end of June. “The welfare of ex-servicemen will continue to be accorded high priority. The committee headed by the cabinet secretary to look into the issue of of one rank one pension has already commenced its work and expects to complete it by the end of June 2009,” the president said in her address to a joint session of both houses in parliament.
The government formed the panel headed by cabinet secretary K.M. Chandrasekhar after many ex-servicemen returned their medals to protest the rejection of their ‘one rank one pension’ demand.
Ex-servicemen have so far returned about 13,000 medals won in combat or for distinguished service to Patil, who is the supreme commander of the armed forces.
However, the president has not met the protesters, who have handed over the medals in three batches to a member of her staff. The Indian Ex-Servicemen’s Movement (IESM) says that irrespective of the date on which a soldier retires, he or she should get the same pension. The government had rejected this demand earlier this year, pointing to the logistical and financial problems it would create. Patil also talked about modernisation of the armed forces to counter the threat to the country.
“They (the armed forces) will be fully enabled with modern technology to repel any threat from land, sea or air. To enhance combat efficiency as also to address the requirements of the modern day warfare, a number of steps are underway,” she said.

New Delhi, July 6 (IANS) The Indian government Monday partially met the “one-rank-one-pension” (OROP) demand of the armed forces, announcing enhanced pensions for soldiers and junior commissioned officers (JCOs) that will entail additional expenditure of Rs.2,100 crores per year.
Officers, however, who had initiated the OROP demand, have been ignored. The decision will benefit more than 12 lakh jawans (soldiers) and JCOs. Certain benefits being extended to war wounded and other disabled pensioners are also being liberalised,” Finance Minister Pranab Mukherjee said while presenting the budget for 2009-10 in the Lok Sabha.
Stating that the country owed a deep dept of gratitude to “our valiant ex-servicemen”, the minister
said the committee headed by the cabinet secretary on OROP had submitted its report and the recommendations of the committee had been accepted. “On the basis of these recommendations, the government has decided to substantially improve the pension of pre-1.1.2006 defence pensioners below officer rank (PBOR) and bring pre-10.10.1997 pensioners on par with post 10.10.1997 pensioners. Both these decisions will be implemented from 1st July 2009, resulting in enhanced pension for more than 12 lakh jawans and JCOs. “These measures will cost the exchequer more than Rs.2,100 crore annually. New Delhi, July 13 (IANS) The government has accepted the one-rank-one-pension (OROP) demand for armed forces officers and personnel below officer rank (PBOR) and will also set up a separate pay panel for the military, parliament was informed Monday. However, from Defence Minister A.K. Antony reply during question hour in the Lok Sabha, it is evident that the OROP demand has not been accepted in its entirety. “The decision is now nearer to the goal of one-rank-one-pension demand of nearly 1.5 million personnel,” Antony said, adding: “The financial implication would be Rs.2,144 crore,” the minister added.
The demand had been considered by a high-level committee headed by Cabinet Secretary K.M. Chandrashekhar, to which the issue had been referred after armed forces personnel began returning their gallantry and distinguished service awards to protest the government’s inaction. “After considering all aspects of the issue, the committee made several recommendations to substantially improve pension benefits of PBORs and commissioned officers, which have been accepted by the government,” the minister added. “The committee has recommended inclusion of classification allowance for PBORs from January 1, 2006 and removal of linkage of full pensions with 33 years from the same date,” Antony pointed out.
On the demand for a separate pay commission for the armed forces, the minister said: “It has been agreed (to), and as and when necessary, it will be set up in the future. The government has also accepted the committee’s recommendations on raising the compensation for those disabled or injured in war, Antony added.

EX-SERVICEMEN RETURN MEDALS OVER PENSION EQUALITY

New Delhi, Oct. 25 (ANI): Protesting against the inequality in new and old pensions, hundreds of ex-servicemen on Sunday returned their medals to the President of India. These retired personnel from the three wings of defence forces - Army, Navy and Air Force, also staged a sit-in protest against the non-implementation of equality in pension, popularly known as ‘One Rank-One Pension’. “We are demanding just equality between the old and the new pension. If two pensioners are put in the same number of years of service, have undergone the same hardships, same risks, dangers, same separation, their services to the country have been same, then their pension also must be same,” said Lieutenant General (retired) Raj Kadyan, Chairman of Indian Ex Servicemen Movement (IESM).
The ‘One Rank-One Pension’ was introduced in 2009-2010. Prime Minister Manmohan Singh, in his speech at the Independence Day, had also stated that pensions of some ranked officers have been improved. However, according to the ex-servicemen, the government hasn’t issued the orders as yet.
The IESM has been protesting for the last one and half year against the injustice to the pensioners of defence forces. “We tried our best initially to make representation to the Government, to meet the leaders and talk to them but nothing happened. Depositing of medal is the biggest hurt that a soldier can express to the government,” Lt. Gen (retired) Kadyan said.
The ex-servicemen have already deposited 20000 medals with the President. (ANI)

New Delhi, Sep 19 (ANI): Defence Minister A K Antony has strongly favoured sorting out of anomalies in the Sixth Central Pay Commission (CPC) notification raised by the three services chiefs in their representation to the government. In his latest letter to Finance Minister P Chidambaram this week, Antony raised the issues, including the ones relating to Personnel Below Officer Rank (PBORs), top Defence Ministry sources said in New Delhi on Friday.
Yes, the Defence Minister has written a letter to the Finance Minister in which he has raised certain issues relating to the disparities that has crept into the pay commission notification, the sources confirmed. Among the issues raised by Antony was the one relating to the extant pensionary weightage and sought that it be restored till the time the proposal for lateral entry for them into paramilitary and central police forces was approved and implemented.
Under the Sixth CPC proposal, the PBORs are to be given an opportunity for lateral entry into the paramilitary and central police forces, but they would forego 50 per cent of their pension calculated on the basis of their last drawn pay at retirement.
But the government is yet to approve the proposal for lateral entry, which has led to a situation where the PBORs lose out both on re-employment and pension fronts. Most PBORs retire at a relatively young age of about 35 years, after putting in about 15 to 17 years of service in the armed forces, a move aimed at keeping the fighting force young

In the absence of ‘One Rank-One Pension’, anomalies in the pension of two persons of same rank arise and also there are instances of hundreds of war veterans drawing lower amount of pension as compared to personnel who retired in the recent past.
The Government has constituted a high level committee headed by the Cabinet Secretary to reduce the gap in the pensionary benefits to soldiers and officers and bring it as close to ‘One Rank, One Pension’.
“The other members of the committee are Defence Secretary, Home Secretary, Secretary (Personnel), Secretary (Expenditure), and Secretary (Ex-Servicemen Welfare),” said a senior Defence ministry source.
Financially the decision will additionally cost the government around 500-600 crore per annum and would be much less than the estimated financial liability for grant of OROP, the source said. The other committee set up by the Ministry of Defence will be headed by Secretary (Defence Finance), Indu Liberhan, to sort out anomalies in the implementation of orders relating to armed forces pensioners.
The Sixth Pay Commission report had recommended 50 per cent weightage for armed forces PBORs during retirement, whereas earlier they would receive 70 per cent weightage until rehabilitated in other paramilitary forces. (ANI)

New Delhi, May 6 (IANS) The Election Commission Wednesday took strong note of the government’s reported decision of setting up a high-level committee to consider the ex-servicemen’s one rank-one pension demand that may be in violation of the poll conduct code. The poll panel issued notice to union Cabinet Secretary K.M. Chandrasekhar seeking clarification from him on media reports about the decision. According to the reports, the government Tuesday set up a high-level committee headed by the cabinet secretary to consider the ex-servicemen’s demand and reduce the gap in their pensionary benefits. “Based on the media reports, the commission decided to issue notice to (the) cabinet secretary, seeking his clarification on the matter,” Deputy Election Commissioner R. Balakrishnan said.
The government’s decision comes after a large number of ex-servicemen criticised it for ignoring their demand and vowed to vote for the Bharatiya Janata Party (BJP) in the polls.

New Delhi, June 4 (IANS) President Pratibha Patil Thursday said that the cabinet committee formed to look into the long standing ‘one rank one pension’ demand of armed forces veterans will submit its report by the end of June. “The welfare of ex-servicemen will continue to be accorded high priority. The committee headed by the cabinet secretary to look into the issue of of one rank one pension has already commenced its work and expects to complete it by the end of June 2009,” the president said in her address to a joint session of both houses in parliament.
The government formed the panel headed by cabinet secretary K.M. Chandrasekhar after many ex-servicemen returned their medals to protest the rejection of their ‘one rank one pension’ demand.
Ex-servicemen have so far returned about 13,000 medals won in combat or for distinguished service to Patil, who is the supreme commander of the armed forces.
However, the president has not met the protesters, who have handed over the medals in three batches to a member of her staff. The Indian Ex-Servicemen’s Movement (IESM) says that irrespective of the date on which a soldier retires, he or she should get the same pension. The government had rejected this demand earlier this year, pointing to the logistical and financial problems it would create. Patil also talked about modernisation of the armed forces to counter the threat to the country.
“They (the armed forces) will be fully enabled with modern technology to repel any threat from land, sea or air. To enhance combat efficiency as also to address the requirements of the modern day warfare, a number of steps are underway,” she said.

New Delhi, June 25 (IANS) A committee looking into the defence personnel’s demand for pay review Thursday made a presentation before Prime Minister Manmohan Singh, an official release said. “The committee of secretaries headed by the cabinet secretary (K.M. Chandrasekhar) on matters related to ‘One Rank-One Pension’ made a presentation to the prime minister. Those present were Finance Minister (Pranab Mukherjee), Defense Minister (A.K. Antony), Home Minister (P. Chidambaram) and Minister of State (Personnel) (Prithviraj Chavan),” the statement said.

New Delhi, July 6 (IANS) The Indian government Monday partially met the “one-rank-one-pension” (OROP) demand of the armed forces, announcing enhanced pensions for soldiers and junior commissioned officers (JCOs) that will entail additional expenditure of Rs.2,100 crores per year.
Officers, however, who had initiated the OROP demand, have been ignored. The decision will benefit more than 12 lakh jawans (soldiers) and JCOs. Certain benefits being extended to war wounded and other disabled pensioners are also being liberalised,” Finance Minister Pranab Mukherjee said while presenting the budget for 2009-10 in the Lok Sabha.
Stating that the country owed a deep dept of gratitude to “our valiant ex-servicemen”, the minister
said the committee headed by the cabinet secretary on OROP had submitted its report and the recommendations of the committee had been accepted. “On the basis of these recommendations, the government has decided to substantially improve the pension of pre-1.1.2006 defence pensioners below officer rank (PBOR) and bring pre-10.10.1997 pensioners on par with post 10.10.1997 pensioners. Both these decisions will be implemented from 1st July 2009, resulting in enhanced pension for more than 12 lakh jawans and JCOs. “These measures will cost the exchequer more than Rs.2,100 crore annually. ONE-RANK-ONE-PENSION DEMAND ACCEPTED : ANTONY

New Delhi, July 13 (IANS) The government has accepted the one-rank-one-pension (OROP) demand for armed forces officers and personnel below officer rank (PBOR) and will also set up a separate pay panel for the military, parliament was informed Monday. However, from Defence Minister A.K. Antony reply during question hour in the Lok Sabha, it is evident that the OROP demand has not been accepted in its entirety. “The decision is now nearer to the goal of one-rank-one-pension demand of nearly 1.5 million personnel,” Antony said, adding: “The financial implication would be Rs.2,144 crore,” the minister added.
The demand had been considered by a high-level committee headed by Cabinet Secretary K.M. Chandrashekhar, to which the issue had been referred after armed forces personnel began returning their gallantry and distinguished service awards to protest the government’s inaction. “After considering all aspects of the issue, the committee made several recommendations to substantially improve pension benefits of PBORs and commissioned officers, which have been accepted by the government,” the minister added. “The committee has recommended inclusion of classification allowance for PBORs from January 1, 2006 and removal of linkage of full pensions with 33 years from the same date,” Antony pointed out.
On the demand for a separate pay commission for the armed forces, the minister said: “It has been agreed (to), and as and when necessary, it will be set up in the future. The government has also accepted the committee’s recommendations on raising the compensation for those disabled or injured in war, Antony added.

EX-SERVICEMEN RETURN MEDALS OVER PENSION EQUALITY

New Delhi, Oct. 25 (ANI): Protesting against the inequality in new and old pensions, hundreds of ex-servicemen on Sunday returned their medals to the President of India. These retired personnel from the three wings of defence forces - Army, Navy and Air Force, also staged a sit-in protest against the non-implementation of equality in pension, popularly known as ‘One Rank-One Pension’. “We are demanding just equality between the old and the new pension. If two pensioners are put in the same number of years of service, have undergone the same hardships, same risks, dangers, same separation, their services to the country have been same, then their pension also must be same,” said Lieutenant General (retired) Raj Kadyan, Chairman of Indian Ex Servicemen Movement (IESM).
The ‘One Rank-One Pension’ was introduced in 2009-2010. Prime Minister Manmohan Singh, in his speech at the Independence Day, had also stated that pensions of some ranked officers have been improved. However, according to the ex-servicemen, the government hasn’t issued the orders as yet.
The IESM has been protesting for the last one and half year against the injustice to the pensioners of defence forces. “We tried our best initially to make representation to the Government, to meet the leaders and talk to them but nothing happened. Depositing of medal is the biggest hurt that a soldier can express to the government,” Lt. Gen (retired) Kadyan said.
The ex-servicemen have already deposited 20000 medals with the President. (ANI)

Although the OFFICERS segment was fotunate to have garnered the benefits, from Implementation of AVS Committee Recommendations Phase I and II, Liberal and Generous benefits under VI CPC recommendations, yet there was large scale resentment and unhappiness on the outcome of CPC report. Especially the ORs, for the very low benefits dished out to them. Even worse was in store for the Veterans.
Taking advantage of the situations, the OFFICERS class, naturally took LEAD, most ostensibly in the name of the ORs, RESTORATION OF 70% WEIGHTAGE FOR PENSIONS revision (WHICH THE GOVT AGREED IMMEDIATELY), and upgradation of Pay Scales for the Middle Level ranks of officers and other related issues pertaining to officers etc.
With the loyal and unquestioned support from the lower ranks they organised PROTESTS, DHARNAS, FASTS AND FINALLY RETURNING OF MEDALS TO THE PRESIDENT. THE GOVT was, in a way, forced to notice the disappointment in the rank and file and granted certain reliefs. Mainly for the officers - such as Lt Col from PB-3 to PB-4, Creation of HAG scale, upward revision of Pensions of Pre-96 pensioners, delinking of 33 years for earning full pension w.e.f. 1.1.2006. All in the name of PBORs. Even after 14 months after 6th CPC recommendations implemented, NOT A SINGLE BENEFIT ACCRUED to the so called PBORs.
Now WHO HAS TO TAKE UP THE ISSUES OF PBORs WITH THE GOVT OF INDIA?
The PBORs believed and hoped that as is the usual practice, their grievances would be attended and taken up by their superiors (Officers), since they are vested with the power TO DO THE CORRESPONDENCE WITH THE GOVT. They waited and waited. NO ONE CARED TO HIGH LIGHT THEIR ISSUES. AND EVERY AVAILABLE OPPORTUNITY WAS WASTED. The following questions trouble the minds of PBORs -
- HAVE THE OFFICERS STOPPED THINKING ABOUT THEIR MEN?
-ARE THEY SIMPLY OR REALLY NOT AWARE OF THE ISSUES OF PBORs?

Sir, if you are net-savy, you must have noted the feelings of informed veterans among the under- privileged section ( Sub.Maj. and below).I shall not use the misfit term 'PBOR' coined by some mischief monger ( to be used for all ranks- Sub. Maj. and below ) who knew not that Sub. Majors, Subedars and Naib Subedars are, all, Junior Commissioned officers, where as Havildars and Naiks are Senior Non-commissioned Officers and it is not justified to address them as 'PBORs' i.e. Personnel Below Officer Rank.Through you, I shall, humbly, request all not to use the term 'PBORs'. We have already requested Centre Govt. to find out some other suitable and respectable word to replace this sluggish term. About the Joint Memorandum, I have the following two points to draw your attention.
1. The authors of Joint Memorandum dt. 14-10-2009, of which you are the Convener, submitted to Hon'ble Prime Minister and others have forgotten to stress upon point of pension @70 % and 60 % for Sub.Maj. and below, which the Govt. has accepted along with Change of Pay Band from PB-3 to PB-4 for Lt Col. It may be due the fact that enough energy was consumed on stressing the demand of Lt. Col. and the authors were now much tired and thought it better to keep quite on this point in a bid to utilize their energy for other points relating to officer cadre.
2. Secondly, Sub. Major and their equivalents in other two services, presently in Pay Band, PB-2 justifiably deserve to be placed in pay Band PB-3 and Hav. and their equivalents, presently in Pay Band , PB-1 along with Class IV employees to be placed in Pay Band,PB-2 as their civilian counter-parts drawing same, or even less, pay in 5th CPC have been placed in upper Pay Bands.

well said, the energy is kept for any other issue concerning to officers. They dont have time and energy to give thought to the problems of sub maj or havildars are facing.Most of their time and curiosity is spent in comparing them with additional secretaries and secretaries and asking for left overs if any.
When others , say subedar majors or havildars are benefited by 70% or 60 % of pension benefits, in what way it is going to help them in claiming 11,000 rupees difference in OROP for officers , what they had asked in all the four pages.
They claim to be chairman of all exservicemen movements, but totally forgotten the exservicemen and their conditions, but keeping in mind their own benefits, which normally happens in civil trade unions.
We had forgotten our uniforms, the oath we had taken on all Air force days(08 Octs). That FOR THE MEN WHO ARE PLACED BELOW ME RAKSHA KARUNGA. Sir All Associations signed letter have totally forgetten they are representing all ranks encluding JCOs/SNCOs and jawans who,s welfare should have been first by alloting high prioriry ,but totally neglected and joint letter does not contain even one issue pertaining to the poor jawans who are deprieved ---and are waiting till date and got nothing. On the other hand officers enjoyed Diwally by receiving lacs as arrears. Sir , Now, time has changed and nothing can be hidden and 90% jawans are educated through Net, Computer,Media and press the real picture can be seen. Sir All Associations signed letter have totally forgetten they are representing all ranks encluding JCOs/SNCOs and jawans who,s welfare should have been first by alloting high prioriry ,but totally neglected and joint letter does not contain even one issue pertaining to the poor jawans who are deprieved ---and are waiting till date and got nothing. On the other hand officers enjoyed Diwally by receiving lacs as arrears. Sir , Now, time has changed and nothing can be hidden and 90% jawans are educated through Net, Computer,Media and press the real picture can be seen. ARMY DISHES OUT BONANZA - DOUBLES HOUSE RENT

Realising that the cost of living had gone up and it was impossible to provide government housing to all its officers and jawans, the Indian Army has doubled the house rent allowance. This will apply to those who have not been allotted official houses and have to take accommodation on rent in civilian areas.
Orders of the Army Headquarters in this regard have been circulated to all regiments, officials said while adding that these have been implemented with immediate affect.
A number of officers and jawans are forced to take places on rent in civilian areas, especially in cities like Delhi and Chandigarh, where accommodation is not enough and is very expensive to rent out a decent two-room place.
The Army also ramped up the scales of accommodation applicable to all its officers and jawans. Notably in case of barrack style accommodation for “single-living” jawans, that is the pattern of living in most forward bases, the jawans will have more space. This will be bigger living area and in some case the increase is 40 per cent of the existing area. The common room will be doubled while the jawans will have bigger bathrooms and more number of urinals.
Provision for desert coolers, educational rooms and computer rooms have been made. For varying seniority of officers geysers, AC and Kota stone flooring will be the new standard of fittings allowed in homes. The kitchen will have a proper utensil and cutlery storage cabinet. As of now, officers get it done with their own money. The review of the new scales of accommodation was carried out after 20 years or so and since then living conditions have changed considerably.

Regards. As informed earlier, I was away to Chandigarh and Delhi for two days. Following is the brief information, garnered by me during my stay in Delhi ,through reliable sources, regarding One Rank One Pension ( in fact, Improved pension ) as agreed and announced by Centre Govt. in its Budget speech and then reiterated by Prime Minister on Independence Day:-
Required no. of tables ( Appox. 50 ) were ready at appropriate level to be attached to the letter regarding ONE RANK ONE PENSION for underprivileged veterans up to the rank Sub Maj. and equivalents in other two forces by second week of October,2009 when a group of a few Senior Veterans met Defence Minister and then Prime Minister after a week with a memorandum asserting for One Rank One Pension as per their calculation .Hence, the said letter to which was to be issued for OROP by the Govt. has been kept pending since the Defence Minister has agreed for review of the CoS report. At the same time, it is gathered that a Veteran Advocate has filed a case in Punjab & Haryana High court praying for immediate implementation of ONE RANK ONE PENSION for which notice has been issued to Centre govt. to reply by 1-1-2010. This means the Govt. has, now, got handle to keep the matter pending, with impunity, till the decision of the High Court if it so desires.
At the time, as per some information, Govt. will not delay the implementation of the said OROP ( Improved pension for pension for underprivileged veterans )and produce the notification in the Court as a proof for having done so. Underprivileged veterans will be lucky if the Govt. does so. Govt., in fact, is not ( R) not in a mood to give even a single pie to officer cadre who has, already, got enough as on today . On the other hand, underprivileged veterans are the most sufferers.

I on behalf of all Ex-Servicemen salute your Excellency for announcing the grant of ONE RANK ONE PENSION in your opening remarks of parliament session on 4th June, 2009. Your Excellency while addressing both houses of Parliament on 4th June, 2009 was pleased to announce that Government has appointed a High Level Committee under the Chairmanship of Cabinet Secretary and the Committee expected to deliver its recommendations by end of June, 2009. It was nice to know that the government had announced implementation of Committee’s recommendations with regards to ONE RANK ONE PENSION in the budget speech. Even Hon’ble Prime Minister while unfurling National Flag and addressing the Nation on the eve of 62n Independence Day on 15th August, 2009 had announced that we must protect the interest of our Defence Forces. On this occasion, he also announced that the Government had implemented ONE RANK ONE PENSION for the past Ex-Servicemen pensions.
The recommendations report which was submitted to the Government by the Cabinet Secretary does not contains much improvement in the pension of all pre-2006 pensioners and your assurance on the subject of ONE RANK ONE PENSION has totally diluted. Further, there is no concrete information as to how much pension have been sanctioned to all pre-2006 Ex-servicemen to make their pension equal to ONE RANK ONE PENSION. We have consulted/contacted concerned Departments of Ministry defence, but nobody is interested to supply this information. Therefore, it is apprehend that there may be very less improvement in pension.
It is submitted for your Excellency information that your directions with regards to grant of ONE RANK ONE PENSION has been negated by our bureaucrat brothers who are actually implementing the Govt. decision. We have no grievances against our Prime Minister, Defence Minister on this aspect, but it appears that the directions of our Prime Minister or Defence Minister that one rank one pension has been granted are not being implemented by the bureaucrats at Ministry of Defence
It is for your further information that the Ex-servicemen communities are very unhappy with this development as they have been deprived of their legitimate due since long and the recent announcement of the Govt. has betrayed them as the announcement is totally differ from the implementation. It is further submitted that 60% of the present strength of soldiers in Indian Armed Forces belong to the kith and kin of Ex-servicemen and are aware of their plight of their elders. This may create more dissatisfaction as today’s servicemen is tomorrow’s Ex-servicemen. So we request your Excellency to use your supreme power and impress upon the Govt. to grant ONE RANK OEN PENSION to Indian Armed Forces for the betterment of the country.
In view of the above, Your Excellency may personally intervene and solve this problem as the Ex-servicemen communities are restless about this tardy attitude of the staff at Ministry of Defence for not implementing your direction.

Sir,
I on behalf of millions of Ex-Servicemen salute you. It was quite encouraging when with your blessing Hon’ble Finance Minister announced in a maiden Budget speech on 6th July, 2009 that UPA Government has considered grant of ONE RANK ONE PENSION to Ex-Servicemen and finally the same has been granted. This legitimate demand was pending quite some years and finally it was your Government who actually took a bold step to fulfil the same. Your Highness also during Your address from Red Fort on 15th august, 2009 had categorically announced that Government will strive hard to uphold the dignity of all Ex-Servicemen and will endeavor to look after their welfare for their sacrifice rendered to safeguard the safety, unity and integrity of the Nation. On that occasion, Your Highness also presented to the countrymen that the UPA Government has granted the long pending demand of Ex-Servicemen i.e. ONE RANK ONE PENSION in toto.
Further, on various forums, Hon’ble the defence Minister had stressed that though it may not be feasible to grant ONE RANK ONE PENRISON but Government will definitely solve it and will improvement the pension of pre-2006 Ex-Servicemen which will be very close to ONE RANK ONE PENSION.
I want to draw your kind attention that the above quotation of Your Highness, specifically Your Honor’s announcement from the red Fort on 15th August, 2009 made Ex-Servicemen communities and their families to feel more excitement about grant of ONE RANK ONE PENSION. It is only your Government who had/have looked after our defence forces in a befitting manner.
I would like to submit here that though our Leaderships are quite affirmative about grant of ONE RANK ONE PENSION, but the real picture has been totally diluted by our Bureaucrat Brothers after putting so many words such as “if, not, but, how where, why” etc. etc. in the Recommendations submitted by Hon’ble Cabinet Secretary, thereby jeopardizing the very purpose of your announcement. This had led to only partial improvement in pension and not in its full form.
Sir, we are not at all demanding more pension for us, but are only requesting Your Honour to bring parity in pension between all Ex-Servicemen retired before 1.1.2006 with the pension of Ex-Servicemen retired/retiring after 1.1.2006 within the hierarchy of their respective ranks and years of service put up in the defence forces.
Sir, lastly I solicit and request Your Hour’s to impress upon our civilian brothers who are in-charge of enforcing the promises made by Your Honor to 23 Lakhs Ex-Servicemen for grant of ONE RANK ONE PENSION to implement the same in its full form. Please keep your promise, Sir.

Sir, please do not forget your promise made to millions of Ex-Servicemen and you should stand by it. Sir, all citizens are liable to lay their life for the sake of Nation’s integrity, but practically, it is only Defence Forces who are dying every day for the sake of country’s safety and security. So in that scenario, compensating their past contribution with ONE RANK ONE PENSION, the obstructions of legal, administrative or financial constraints should not come into picture.
Sir, we are not at all demanding more pension for us, but are only requesting Your Honour to bring parity in pension between all Ex-Servicemen retired before 1.1.2006 with the pension of Ex-Servicemen retired/retiring after 1.1.2006 within the hierarchy of their respective ranks and years of service put up in the defence forces.

Sir,
We are quite grateful to Hon’ble the Cabinet secretary for sparing his valuable times to meet our delegation on 11th June, 2009 with regard to appraising His Highness about the grievances to Ex-Servicemen about grant of ONE RANK ONE PENSION. Hon’ble Cabinet Secretary was quite affirmative and had assured that the interest of all Ex-Servicemen especially pre-2006 will be taken care while recommending the issue of ONE RANK ONE PENSION. However, it is quite disheartening to learn from the recommendation dated 30th June, 2009 that there is no much significant improvement in the pension of pre-2006 Ex-Servicemen pensioners, while comparing with the pension of post-1.1.2006 pensioners. This scenario will further aggravate, once pension @ 70% of pay last drawn is sanctioned to post-1.1.2006 PBOR pensioners.
It is pertinent to mention here that the Recommendations are fully grasp by the inability to grant OROP due to administrative and legal hurdles. The Ex-Servicemen and Service personnel of Armed Forces have put up their best ability for the safety and security of the Nation. Their services may not be compared with the civilian while considering the issue of OROP. The contention that OROP, if granted will invite similar demands from the quarters is totally untenable. It has been our experience and knowledge that our civilian brothers have no complaint or wrath about extra benefits/privileges extended to Defence forces for their multiple roles and voluminous assignments. So the Committee’s findings on this account are not justifiable.
We have some suggestions about the recommendations which may kindly look into and ONE RANK ONE PENSION if not feasible, the following may be considered favourably:
Relevant para No. in the Report Committee’s Observations/ Recommendations Our suggestions
2.5 (i) In the case of Commissioned Officers, total parity may be brought between pre-1.1.2986 and post- 1.1.1986 retires by notional fixation of pay in the post-1.1.1986 scales and the notional revised pension be worked out on the basis of this pay. Thereafter, for all pre-1.1.1996 retirees the fitments formula suggested for past civilian pensioners i.e. Basic Pension+ Dearness relief + Interim Relief + Interim relief 1 (Rs. 50) +Interim Relief 2 (10% of Basic Pension)+ 20% (revised by Govt. to 40%) of Basic Pension, may be applied. If the resultant figure falls short of the minimum pension application to the post-1.1.1996 retirees for the rank held, it may be stepped up to the minimum pension prescribed for the rank. As was done to bring parity of pension between pre-1.1.1986 and post-1.1.1986 retirees and where the pension figure of pre-1.1.1996 fall short of the minimum pension applicable to the post-1.1.1996 for the rank held, the pension f pre-1.1.1996 retirees was stepped upto the minimum pension prescribed for the rank.
We now request that the same formula may be applied for pre-1.1.2006 pensioners and their pension may be stepped up and brought at par with the pension of post- 1.1.2006 retirees.
2.5 (ii) In the case of PBORs, the need for notional fixation of pay does not exist in view of the existence of pension tables. Therefore, for PBOR all pre-1.1.1986 pensioners may be brought on to post – 1.1.1986 levels by bridging the present gap in the pension tables and the same fitment formula on pension as for offices may be applied. If the resultant figure falls short of the minimum pension for the rank and group for post – 1.1.1996 retiree, it may be upgraded to that level. In the case of PBOR, similar formula as envisaged for pre- 1.1.1986 PBOR pensioners may be applied to and the pension of pre-1.1.2006 PBOR pensioners of each rank and group may be stepped up and brought at par with the pension of post – 1.1.2006 PBOR pensioners belonging to respective rank and group.
2.9 Finally, the GOM unanimously recommended that the pension of pre-1.1.1996 PBOR retirees may be revised with reference to maximum of post -1.1.1996 pay scales. In additional, the weightage of Sepoy, Naik and Havaldar rank for past as well as future retirees be increased to 10, 8 and 6 years respectively subject to a maximum of qualifying service of 30 years. The benefit was given only for service pension. The benefit of the above recommendation took effect from 1.1.2006. Since after implementation of 6th CPC, the fixation of pension of PBOR with reference to maximum of pay scales in the respective ranks has been dispensed with, the formula of stepping up of pension of pre-1.1.2006 PBOR may be adopted to and their pension may be brought at par with the pension of post- 1.1.2006 PBOR pensioners. As a result of which the weightage has no relevance and may be scrapped.
5.2 (a) To Reckon the pension of all pre-1.1.2006 PBOR pensioners wit reference to a notional maximum in the post 1.1.2006 revised pay structure corresponding to the maximum of pre-sixth pay commission pay scales as per fitment table of each rank. These stop gap recommendations of the Committee will still not be sufficient to bridge gap of pension between pre and post 1.1.2006 pensioners. The disparity will be further complicated, once 70% last pay drawn given as pension to post – 1.1.2006 pensioners. Hence, our suggestion with reference to Committee’s presentation vides Para Nos. 2.5 (i) and 2.5 (ii) may please be implemented.
8 (iii) This dispensation xxxxxxxxxxxxxxx xxxxxxxxxxxxxxx. Since this is a new concession aimed at improving the pension of PBORs, the benefit will be given prospectively and no arrears are to be given It is submitted that the benefits ought to have been sanctioned retrospectively from 1.1.2006, on implementation of 6th CPC Recommendations. Though the same was not considered by 6th CPC and the Govt. has taken a belated action after 3 ½ years with no fault of ex-Servicemen community, should have considered the case alongwith other matters at the time of accepting and implementing the 6th CPC Reports during August, 2008. There are evidence that the Govt. had altered/ enhanced/ modified/ introduced several benefits to the beneficiaries which were not recommended by 6th CPC and had effected the benefits which may be entitled to the PBORs with the improvement of pension may be sanctioned from 1.1.2006 and not from 1.7.2009.
Since, the Committee in its reports has rightly summarized the past precedence of stepping up of pension formula for pre- 1.1.1986 and pre-1.1.1996 pensioners by which their pensions were brought at par with the post – 1.1.1986 and post – 1.1.1996 pensioners, we now request and solicit your honour to kindly extend the same formula for the present and the pension of pre-1.1.2006 pensioners may be stepped up and brought at par with post – 1.1.2006 Ex-Servicemen pensioners.
Sir, before concluding our submission, I would like to appreciate the statement of Mr. Harbans Singh, Director, Pension, Ministry of Defence that the Government has made significant improvements in the Pay and Allowances of Defence personnel in the 6th CPC. We agree with his remarks that tremendous improvements have been given to serving Defence personnel and retired Ex-Servicemen retired on or after 1.1.2006. But he has no answer about the tremendous improvement given for pre-1.1.2006 Ex-Soldiers who in their service period were fighting the enemies in 1962, 1965, 1971, 1988 (IPKF), 1999 (Kargil War) etc. etc. and have to fight now for their survival. The significant improvements should have been equally extended and covered all and not a particular group. Please look into these aspects carefully and seriously to find an amicable solution.
In view of the above, we request to the concerned authorities to be more sympathetic and consider the suggestions and given the legitimate dues to the pre-1.1.2006 Ex-Servicemen Pensioners.

I on behalf of all Ex-Servicemen salute your Excellency for announcing the grant of ONE RANK ONE PENSION in your opening remarks of parliament session on 4th June, 2009. Your Excellency while addressing both houses of Parliament on 4th June, 2009 was pleased to announce that Government has appointed a High Level Committee under the Chairmanship of Cabinet Secretary and the Committee expected to deliver its recommendations by end of June, 2009. It was nice to know that the government had announced implementation of Committee’s recommendations with regards to ONE RANK ONE PENSION in the budget speech. Even Hon’ble Prime Minister while unfurling National Flag and addressing the Nation on the eve of 62n Independence Day on 15th August, 2009 had announced that we must protect the interest of our Defence Forces. On this occasion, he also announced that the Government had implemented ONE RANK ONE PENSION for the past Ex-Servicemen pensions.
The recommendations report which was submitted to the Government by the Cabinet Secretary does not contains much improvement in the pension of all pre-2006 pensioners and your assurance on the subject of ONE RANK ONE PENSION has totally diluted. Further, there is no concrete information as to how much pension have been sanctioned to all pre-2006 Ex-servicemen to make their pension equal to ONE RANK ONE PENSION. We have consulted/contacted concerned Departments of Ministry defence, but nobody is interested to supply this information. Therefore, it is apprehend that there may be very less improvement in pension.
It is submitted for your Excellency information that your directions with regards to grant of ONE RANK ONE PENSION has been negated by our bureaucrat brothers who are actually implementing the Govt. decision. We have no grievances against our Prime Minister, Defence Minister on this aspect, but it appears that the directions of our Prime Minister or Defence Minister that one rank one pension has been granted are not being implemented by the bureaucrats at Ministry of Defence
It is for your further information that the Ex-servicemen communities are very unhappy with this development as they have been deprived of their legitimate due since long and the recent announcement of the Govt. has betrayed them as the announcement is totally differ from the implementation. It is further submitted that 60% of the present strength of soldiers in Indian Armed Forces belong to the kith and kin of Ex-servicemen and are aware of their plight of their elders. This may create more dissatisfaction as today’s servicemen is tomorrow’s Ex-servicemen. So we request your Excellency to use your supreme power and impress upon the Govt. to grant ONE RANK OEN PENSION to Indian Armed Forces for the betterment of the country.
In view of the above, Your Excellency may personally intervene and solve this problem as the Ex-servicemen communities are restless about this tardy attitude of the staff at Ministry of Defence for not implementing your direction.

I on behalf of millions of Ex-Servicemen salute you. It was quite encouraging when with your blessing Hon’ble Finance Minister announced in a maiden Budget speech on 6th July, 2009 that UPA Government has considered grant of ONE RANK ONE PENSION to Ex-Servicemen and finally the same has been granted. This legitimate demand was pending quite some years and finally it was your Government who actually took a bold step to fulfil the same. Your Highness also during Your address from Red Fort on 15th august, 2009 had categorically announced that Government will strive hard to uphold the dignity of all Ex-Servicemen and will endeavor to look after their welfare for their sacrifice rendered to safeguard the safety, unity and integrity of the Nation. On that occasion, Your Highness also presented to the countrymen that the UPA Government has granted the long pending demand of Ex-Servicemen i.e. ONE RANK ONE PENSION in toto.
Further, on various forums, Hon’ble the defence Minister had stressed that though it may not be feasible to grant ONE RANK ONE PENRISON but Government will definitely solve it and will improvement the pension of pre-2006 Ex-Servicemen which will be very close to ONE RANK ONE PENSION.
I want to draw your kind attention that the above quotation of Your Highness, specifically Your Honor’s announcement from the red Fort on 15th August, 2009 made Ex-Servicemen communities and their families to feel more excitement about grant of ONE RANK ONE PENSION. It is only your Government who had/have looked after our defence forces in a befitting manner.
I would like to submit here that though our Leaderships are quite affirmative about grant of ONE RANK ONE PENSION, but the real picture has been totally diluted by our Bureaucrat Brothers after putting so many words such as “if, not, but, how where, why” etc. etc. in the Recommendations submitted by Hon’ble Cabinet Secretary, thereby jeopardizing the very purpose of your announcement. This had led to only partial improvement in pension and not in its full form.
Sir, we are not at all demanding more pension for us, but are only requesting Your Honour to bring parity in pension between all Ex-Servicemen retired before 1.1.2006 with the pension of Ex-Servicemen retired/retiring after 1.1.2006 within the hierarchy of their respective ranks and years of service put up in the defence forces.

Sir, we would like to draw your kind attention towards your announcement during the various election rallies in Uttaranchal that if, UPA returns to power, will make the provision of ONE RANK ONE PERNSION for the Ex-Servicemen. A copyof such election rally with Hon’ble Mr. Harish Rawatji is enclosed for your ready reference and perusal, please. Sir, please do not forget your promise made to millions of Ex-Servicemen and you should stand by it. In addition to this, Her Excellency, the President of India on 4th June, 2009 had categorically announced that the Government will be definitely grant ONE RANK ONE PEJSION. Fruther, this was later ratified by Hon’ble the Finance Minister in his Budget speech. So in that scenario, compensating their past contribution with ONE RANK ONE PENSION, the obstructions of legal, administrative or financial constraints should not come into picture.

Sir,
We are quite grateful to Hon’ble the Cabinet secretary for sparing his valuable times to meet our delegation on 11th June, 2009 with regard to appraising His Highness about the grievances to Ex-Servicemen about grant of ONE RANK ONE PENSION. Hon’ble Cabinet Secretary was quite affirmative and had assured that the interest of all Ex-Servicemen especially pre-2006 will be taken care while recommending the issue of ONE RANK ONE PENSION. However, it is quite disheartening to learn from the recommendation dated 30th June, 2009 that there is no much significant improvement in the pension of pre-2006 Ex-Servicemen pensioners, while comparing with the pension of post-1.1.2006 pensioners. This scenario will further aggravate, once pension @ 70% of pay last drawn is sanctioned to post-1.1.2006 PBOR pensioners.
It is pertinent to mention here that the Recommendations are fully grasp by the inability to grant OROP due to administrative and legal hurdles. The Ex-Servicemen and Service personnel of Armed Forces have put up their best ability for the safety and security of the Nation. Their services may not be compared with the civilian while considering the issue of OROP. The contention that OROP, if granted will invite similar demands from the quarters is totally untenable. It has been our experience and knowledge that our civilian brothers have no complaint or wrath about extra benefits/privileges extended to Defence forces for their multiple roles and voluminous assignments. So the Committee’s findings on this account are not justifiable.
We have some suggestions about the recommendations which may kindly look into and ONE RANK ONE PENSION if not feasible, the following may be considered favourably:

2.5 (i) In the case of Commissioned Officers, total parity may be brought between pre-1.1.2986 and post- 1.1.1986 retires by notional fixation of pay in the post-1.1.1986 scales and the notional revised pension be worked out on the basis of this pay. Thereafter, for all pre-1.1.1996 retirees the fitments formula suggested for past civilian pensioners i.e. Basic Pension+ Dearness relief + Interim Relief + Interim relief 1 (Rs. 50) +Interim Relief 2 (10% of Basic Pension)+ 20% (revised by Govt. to 40%) of Basic Pension, may be applied. If the resultant figure falls short of the minimum pension application to the post-1.1.1996 retirees for the rank held, it may be stepped up to the minimum pension prescribed for the rank. As was done to bring parity of pension between pre-1.1.1986 and post-1.1.1986 retirees and where the pension figure of pre-1.1.1996 fall short of the minimum pension applicable to the post-1.1.1996 for the rank held, the pension f pre-1.1.1996 retirees was stepped upto the minimum pension prescribed for the rank.
We now request that the same formula may be applied for pre-1.1.2006 pensioners and their pension may be stepped up and brought at par with the pension of post- 1.1.2006 retirees.
2.5 (ii) In the case of PBORs, the need for notional fixation of pay does not exist in view of the existence of pension tables. Therefore, for PBOR all pre-1.1.1986 pensioners may be brought on to post – 1.1.1986 levels by bridging the present gap in the pension tables and the same fitment formula on pension as for offices may be applied. If the resultant figure falls short of the minimum pension for the rank and group for post – 1.1.1996 retiree, it may be upgraded to that level. In the case of PBOR, similar formula as envisaged for pre- 1.1.1986 PBOR pensioners may be applied to and the pension of pre-1.1.2006 PBOR pensioners of each rank and group may be stepped up and brought at par with the pension of post – 1.1.2006 PBOR pensioners belonging to respective rank and group.
