Formation of Forum on All India Level for JCOs,SNCOs,NCOs and Other Ranks:Veteran Prabhjot Singh Chhatwal PLS Retd.

Dear Veterans,

Regards As discussed on Gavini's C'box yesterday i.e. on 3-11-2009, in afternoon, I put the following proposal for eliciting your constructive suggestions on the procedure to be followed to pursue the demands of JCOs, SNCOs, NCOs and other ranks from a common platform formed on All India Level. Please give your frank views in un-mincing words in details.

1.Should there be an All India Forum for JCOs, SNCOs NCOs and other ranks. If yes, I suggest, there should be State Groups in every state.

2.What should be the criteria of enrolling the members at state level.

3.To run any organization effectively, you need finances which you have to manage your self by charging a nominal fee from your members only. No govt. or other body is going to help you. As such, what should be the membership fee to be charged from a member which should remain with the State unit only. In my body, now we charge Rs. 100/- for life from JCOs and Rs.50 /- from Hav. and below. We do not charge any fee from widows.

4. What should be the affiliation fee to be given by the State Unit to All India Hq. annually.

5 Finally, what should be the name of this body. I suggest it may be called, 'All India Veteran Group' at national level and 'Veteran Group Punjab, Veteran Group Tamil Nadu, Veteran Group Gujerat, and Veteran Group Andhra Pradesh etc. at state level.

Since the TARGET GROUP of the body is a vast majority of around 90%, consisting of Lowest three ranks, and as such these are the worst affected group, the aims and objectives must revolve around them(sep/Na/Hav & equivalents) on all welfare matters. Others (JCOs) may also be included, mostly for the purposes of status and dignity matters.

The registered HQ of the apex body may be at Delhi, so as to facilitate easy accessibility of authorities to the office bearers. Each state/ut must have a registered state/ut level office and the president and secretary of the state/ut office must find place in the executies committee of the apex/Delhi HO.

All ex-servicemen (ORs)/Widows/FAMILY pensioners may become members.

Finances: (a)The annual subscription may be, JCOs-Rs.500/-, SNCOS/NCOs-300, SEPOYS- 200/- and widows/FAMILY pensioners -100/-

(b) Life subscription : JCOs - 10000/-15000/- SNCOs/NCOs - 8000/-10000 SEPOYS - 6000/-8000/- WIDOWS/FAMILY PENSIONERS - 4000/- 6000/-

A flat 10-15% of state/ut annnual sub.fee amount may be given to apex/HQ at Delhi.

To cut short overhead expenses, hiring of offices, staff may be avoided and the routine work may be conducted at some Patron or Chief Patrons' place (if offered voluntarily). And the meetings/seminars could be planned at appropriate places (need based payment basis) with the help of local committee members.

Persons of adequate knowledge/expertise with due seniority/position may be roped in to assist the org (voluntarily or a nominal honorarium, to be decided)

Annual accounts may be audited by the local CA. and submitted to the HO.

PJS Sir,

Its a wonderful idea. We should have done this long back but even now it is not too late. In most of the Ex-Servicemen organisation I have seen maximum members are JCOs and below. The Officers are given top posts only as mark of respect and also with our interest they are being made leaders to look into our problems, if our problems are neglected and they bother about their own problems with our support, better we look after our future ourselves. If we start an All India Level JCOs ORs league, we only need to remove the officers from the top posts. They can not go ahead without our support. My self and Vet. Gavini will followup at Hyderabad and also request all to do the same at all States.

The ideas expressed by Vet. Gavini are acceptable except the subscription for life membership. I feel the amounts are more and needs to be reduced to half atleast.  We better give this responsibility to PJS sir and we must support him.

PJS sir,

I am not in favour of makeing new Fourm/association. we have too many like IESL, IESM, Air force association, Navy foundation..... etc. My question is how many function effectivelly. New formation needs time for identification.we need to strengthen our old formation like IESL/IESM.

I am airforce veteran retaired as Sgt, joined AFA, but what AFA is doing, every body knows. Formation like AFA/Navy foundation cant do more for ESM as they have system with them.  we all should join one formation & show strength of formation/ ESM. regards

There was an organisation called National Ex-servicemen Co-ordination Committee members of which were JCO/OR equivalents.Anyhow, an organisation exclusively for personnel other than Commissioned officers is the need of the hour to represent our cases effectively to the Govt.

Respected Veteran PJS Ji,   Nice thought and better late than never. Also very good thought of Mr. Gavini/Mr.Raju and Mr. Ajay.

I think Ajay is right at some point It will take some time for a new formation to identify itself and at this crucial time finally come to the rescue of underpriveleged veterans.

If feasible as PJS ji is already doing things in right direction not for the Punjab & Chd. but for the whole veteran fratenity below officer ranks, we must support him whole heartly and extend all the possible help.

Though Mr. Gavini/Mr Raju/Mr Ajay/Mr RKS/Myself..................................andnonending will be always standing by. Since he is already heading the prestigious and oldest leage, without much financial and admin support it can be supported and extended to the whole national. There is no barier in this technology age.

Coming to the next as per Mr. Gavini and Mr. Raju's thought, I fully agree on that since target group is vast majority, we must need an organisation in place to take care/put forward the welfare needs of whole targeted group.

On what should be the criteria of enrolling the members- It should be open for all members of this group. Initially Life time membership fees should be minimal in keeping in mind the numbers say Rs. 300 for Nb Sub to Sub Maj and Rs. 200/- Hav & below ranks. No fees for Widows. No other fees initially, though there should be provisions in place to take donations volunterily and also to involve corporate houses for help in this noble cause.

THE IDEA OF GETTING TOGETHER UNDER ONE UMBRELLA IS THE NEED OF THE HOUR.I ENDORSE THE VIEWS OF VET GAVINI.

THE PROPER WORKING OUT OF INFRASTRUCTURAL SUPPORT IS VERY IMPORTANT ASPECT. V CAN DISCUSS IT ON THE GAVINI/RAJU'S BLOG AS AND WHEN PRESENTED BY DIFFERENT BLOGGERS.

IT IS ALWAYS BETTER TO HAVE SEPARATE PLATFORM EXCLUSIVELY FOR JCOS,SNCOS, NCOS AND OTHER RANKS TO REPRESENT OUR PROBLEMS AT NATIONAL LEVEL AND THERE SHOULD BE UNITS IN DIFFERENT STATES, UTS.

AS PER VET GAVINI'S VIEWS MAKING THE ADMINISTRATIVE AND EXECUTIVES STRUCTURE AT HQ AND STATE LEVEL STRUCTURE WILL GO A LONGWAY IN THE EXISTENCE OF THE FORUM AND EXECUTION OF OUR PROPOSALS.

BUT THESE TWO WILL CONSUME MORE TIME AND ENERGY THAN OUR EXPECTATIONS AND WE NEED FOLLOWING LOGISTICAL AND FINANCIAL SUPPORT TO FUNCTION EFFECTIVELY.

1.OFFICE ACCOMODATION, FURNITURE, PCS,PHONE, STATIONERY AND OTHER MATERIAL.

2. MAN POWER TO MAINTAIN OFFICES, TO EXECUTE THE GIVEN TASK, CONTACTING VETRANS, ARRANGING MEETINGS, COLLECTING PROPOSALS, CONSOLIDATE THE PROPOSALS, AND FORWARDING THEM TO CONCERNED AGENCIES, GETTING FEED BACK FROM AGENCES AND FOLLOWING IT UP, AND MAN POWER TO UNDERTAKE RESPONSIBILITIES AT A GIVEN TIME.

3.THE FINANCE TO EXECUTE ALL THE ACTIVITIES AND MAINTAINING THE ACCOUNT , AUDIT AND SO ON.

EVEN IF WE MANAGE ALL THESE THINGS IN ONE GO AND MAKE ALL EX SERVICE MEN AS MEMBERS, STILL IT WILL TAKE AN YEAR OR TWO TO RECEIVE IDENTIFICATION AND SUPPORT FROM GOVT OR ANY OTHER EXTERNAL AGENCIES. TILL THAT TIME WE WILL BE ONLY SENDING PROPOSALS AND NEED NOT EXPECT REPLY FROM ANY OTHER AGENCY.

AT THIS CRUCIAL TIME IF WE HAVE AN ORGANIZATION WHICH IS ALREDAY EXISTING, REPRESENTING PROBLEMS AND FINDING SOLUTIONS, THEN WE CAN UTILISE THE ORGANISATION AND GRADUALLY EXTENDING THIS ORGN TO STATE LEVEL AND UTS.THIS WILL SOLVE TWO PROBLEMS AT A STRETCH, FIRST TO REPRESENT A LETTER TO OUR PRIME MINISTER AND DEFENCE MINISTER , QUOTING OUR PROBLEMS LIKE 70% AND 60% PENSION FOR MWOS AND OTHER SNCOS ETC BEFORE THE GOVT ANNOUNCES THE OROP SCHEME, UNDER THE SIGN OF OUR PJS JI AND VET GAVINI, UNDER THE IESM LEAGUE RUN BY OUR PJS JI AND SECOND GRADUALLY EXTENDING OUR EXISTING IESM LEAGUE TO STATES AND UTS. I THINK THIS WILL BE A VIABLE PROCEDURE TO REPRESENT OUR PROBLEMS, WHERE OUR PM AND DM ARE KEEN TO DECIDE THE MATTERS PERTAINING TO EX SERVICEMEN WITHIN A FORTNIGHT AND GRADUALLY WE CAN EXTEND THIS IESM LEAGUE TO STATES AND UTS AS PER THE STRUCTURE WE WANT.

PJS Sir I request you to prepare a letter on your league side addressing all Ex-Servicemen organisations in India and post the same in PDF format in your blog.(pdf format can be obtained by scanning the letter) so that we can approach such organisatons and get their approval in their meetings and forwarward the same to you. If not, the same can be attached to mail and forward the same to all through e-mail. The main problem with all is access to computer,internet and knowledge to operate. But if approached in person during meeting I think all will endorse the same. There are only few regular chatters on our blogs. We need to exploit the avenues and mobilize the strength. I don't think it is a very tough task if committed by all.

The basic idea is to have an EXCLUSIVE FORUM to voice the grievance for the EXCLUSIVE (other ranks) who have no avenue to do so, as on date. The existing organisations, all have officers and their problems are well taken care of.

Vet. PJ Singhji (President IESL Panjab & C'Garh) is heading the biggest ever EXSM Org. where a large number of military families reside. In Panjab, even every Dist has such organisations. All od them are dominated by a very senior retired officers. It is an HONOUR AND PRIDE, FOR ALL OF US, that an EX SGT is at the HELM OF AFFAIRS, and taking care of issues of OFFICERS also, besides representing other ranks issues.

My take is that Vet.PJ Singhji would not be ALLOWED to represent OTHER RANKS CAUSE more than what he is doing, and the way WANT HIM DO. He would be answerable, for all his actions, to the members of IESL. It would ALSO BE, SIMPLY EMBARASSMENT TO HIM.

THE NAME SUGGESTED BY RK SHARMA, I feel, SUIT OUR REQUIREMENT. Regarding his inability to do full time work, it is understandable. We can do this in phased manner. There is no hurry to do things all at a time. We can definitely prioritise issues.

But we can always have VOLUNTEERS. RKS/Ajay from Delhi area(?), MYSELF AND RAJU from Hyderabad, S KANNAN/Rajan from Tamilnadu, MWO Gangadharan from Bangalore, JS Chritian from Ahmedabad, Babs from Kerala(?), Balbir Singh/Walavalkar from Mumbai, Das from Calcutta, Rajan from TN, Jagannathan (US), Manimala from Dubai etc. to name a few. Others please excuse me for not naming because of lack of information.

The subscriptions and financing pattern could be discussed. My suggestion of levying sub.to widows also is on the belief THAT NOTHINGS COMES FOR FREE. And they are eligible and get more pensionar benefits than the surviving exsm.

In today's era of cost of living, a 1000/500 note can easily be compared to a 100/50 note of 1996. Hence, life membership amount is shown at a higher side.

We cannot create an Org for an AD-HOC PURPOSE. It must be LONG LASTING. OROP or the present Pension tables etc. Need not PANIC to miss the train/bus. THERE IS ANOTHER OPPORTUNITY WAITING. JUST HAVE PATIENCE AND HOPE FOR THE BEST.

TRUE, DIFFICULTIES EXIST for setting up of a new organisation, what we call TEETHING PROBLEMS. Just imagine the PAIN OF A MOTHER AT CHILDBIRTH, and compare. It would be nothing.

    Regards.Thanks for quick and informative response through E-mail.I feel much excited. As far as regularsubscription is concerned, it should be fixed as per the capacity of financialy weaker among us but therewill be no restrition if some one wants to be liberal
    and pay more,he can do so by way of donation for the good cause. You are absolutely right when you say that there will be lot of expenditure on executing these actions. For example, one trip to Delhi for 4/5 members from my place to Delhi to meet PM/DM/FM etc will cost us minimum Rs 2000/-. As such we got to see this factor also.
    Any how ,I am sure, for a good cause to arrange finances will not be a difficult job.Thanks for your offer.We will decide
    every detail in due course.

    3] so long car is concerned if i can purchase a A Starcar costing Rs,4,22,000/=, i will not {R}not approach CSD, where i am treated as untouchable.
    4] respected sir, all our officers are good, best, better, but they are helpless in the hands of Army officers.

    In view of the above, it is very nice to have our own association,appended below please find my particulars for your necessary action.
