COUNTER MEASURES/STEPS TO RECTIFY A HIGHLY MIS-INTREPRETED (OR MIS-USED?) CONDITION FOR FIXATION OF PENSIONS OF ARMED FORCES PENSIONERS BY THE AUTHORITIES

      The following case, as a SAMPLE, is posted for the benefit of information, EXAMINATION, and offering of COMMENTS/VIEWS of esteemed Veteran Brothers:-

      CALAMITIES ARE NOT NATURAL OR ACCIDENTAL. THEY ARE MAN MADE.

       PAY/PENSION ANAMOLIES ARE NOT INTENTIONAL OR ACCIDENTAL. THEY ARE OFFICIAL- MADE.

        The 6th CPC in their report/recommendations have provided sufficient information on the Govt. Sympathy, Care/Concern on the General Welfare and particularly to improvise/enhance the Pay and Pensionary benefits to the Armed Forces Personnel. The storyline is - THE GOVT PROPOSES (always and everytime and sets up various Committees to look into the genuine problems of AF personnel) and such Committees end up favourable recommendations. But with the same precision and intensity,  THE OFFICIALDOM DISPOSES (always and everytime turns them down or puts up some other obstacles, conditions, stunningly even reducing the existing or already granted benefits). And therefore, the present FIASCO, in the form of OROP or PIP, STATUS, GRADEPAY MSP etc.etc. OR PENSION FIXATION/TABLES OF PRE AND POST 1973, 1986, 1996, 1997, 2006, 2008 and 2009.

       As an affected individual ex-airman, the issue of CORRECT REVISION OF PENSION w.e.f. 1.1.96, in terms of Govt Orders of 1999 and 2006, was taken up with AFRO. The Pension ADALAT route was also used. The final reply received from AFRO is posted (images displayed) below for the benefit of viewing:-






      The following relevant CONDITION for Fixation of MINIMUM PENSION to a 15 year Pensionable Service (15 yrs + wtg) Ex-serviceman of the Lowest Rank and Lowest Group , withapplication of appropriate Govt Orders is furnished (AFTER EXAMINATION) below:-

       (A) GOI MOD ORDER No(1)/99/d(Pension/Services) dated 7/6/1999:- Para 1.(2nd sentence) - The undersigned is directed to say that the President is pleased to decide that W.E.F. 1.1.1996, PENSION OF ALL ARMED FORCES PENSIONERS, IRRESPECTIVE OF THEIR DATE OF RETIREMENT, SHALL NOT BE LESS THAN 50% OF THE MINIMUM PAY IN THE REVISED SCALE OF PAY INTRODUCED w.e.f.1.1.1996, OF THE RANK AND RANK AND GROUP (IN CASE OF PBORs) HELD BY THE PENSIONERS. HOWEVER, THE EXISTING PROVISIONS IN THE RULES GOVERNING QUALIFYING SERVICE AND MINIMUM PENSION SHALL CONTINUE TO BE OPERATIVE.

COMMENT: Simply put, that all Pensioners of the Armed Forces (PBORs), are ENTITLED for a MINIMUM PENSION of NOT LESS THAN 50 % of their MINIMUM PAY in the revised scale of  Pay introduced w.e.f. 1.1.96, OF THEIR RANK AND GROUP HELD BY THEM, w.e.f.1.1.1996.

         IMPLEMENTATION: Not revised. The Pension scales continued w.e.f.1.1.96 as per the Orders of 27.10.1997 orders of the Min of Personnel and Pub.Grievances.

       (B)GOI MOD ORDER No.14(3)/2004-D(Pension Services)/Vol.III dated 1.2.2006:- Para 2. Finally, GOM unanimously recommended that the pension of pre-1.1.96 retiree PBORs may be revised with reference to the MAXIMUM OF POST 1.1.96 PAY SCALES. In addition, the weightage of Sepoy/Naik/Havildar ranks for the past as well as future retirees be increased to 10, 08 and 06 years respectively, subject to a maximum qualifying service of 30 years. The benefit would be given only in r/o Service Pension.

      5. The following as added after para 2.2(a) of Order d/d 7.6.99, relating to Revision of Post and Pre-1.1.96:-
       With Effect From 1.1.2006, Pension of Pre-1.1.96 retirees in all ranks of PBOR in Army, Navy and Air Force for 33 years of qualifying service SHALL NOT BE LESS THAN 50% OF THE MAXIMUM PAY IN THE REVISED SCALES OF PAY INTRODUCED W.E.F. 1.1.96 INCLUDING 50% OF HIGHEST CLASSIFICATION ALLOWANCE, IF ANY, OF THE RANK AND GROUP HELD CONTINUOUSLY FOR 10 MONTHS, PRECEDING RETIREMENT, SUBJECT TO A MINIMUM PENSION OF Rs.1913/- PER MONTH. SUCH PENSION SHALL BE REDUCED PRO-RATA WHERE THE PENSIONER HAS LESS THAN THE MAXIMUM QUALIFYING SERVICE FOR FULL PENSION I.E. 33 YEARS.

COMMENT: Simply put, that all Pensioners of the Armed Forces (PBORs), are ENTITLED for a MINIMUM PENSION of NOT LESS THAN 50% of their MAXIMUM PAY (INCLUDING 50% OF HIGHEST CLASSIFICATION ALLOWANCE) in the revised scale of Pay introduced w.e.f. 1.1.96, OF THEIR RANK AND GROUP HELD BY THEM(FOR 10 MONTHS), FOR 33 YEARS, TO BE REDUCED PRO-RATA IN CASES OF LESS THAN 33 YEARS SERVICE, SUBJECT TO A MIMIMUM OF IRS.1913/- PER MONTH, WITH ADDITIONAL WEIGHTAGE FOR CALCULATION OF PENSION.

IMPLEMENTATION: Not revised. The Pension scales w.e.f.1.1.96 as per the Orders of 27.10.1997 orders of the Min of Personnel and Pub.Grievances, were jumbled up with 50% of DP separately granted w.e.f. 1.4.2004, which had no relavance as per above orders. After effecting the pensions as per above orders, the element of 50% DP should have been kept as a separate entity and continued till the 6th CPC implementation.

      9. These ORDERS ARE EFFECTIVE FROM 1.1.2006. NO ARREARS ARE TO BE GIVEN.
     
      COMMENTS:- It was repeatedly declared time and again  that WITH EFFECT FROM 1.1.1996, THE PRESIDENT IS PLEASED TO DECIDE, ....I AM DIRECTED TO SAY....ETC. But this order  unilaterally decided that the EFFECTIVE DATE be 1.1.2006 and not 1.1.96.(thereby simply ignoring the presidential decision). By deciding 'NO ARREARS ARE TO BE GIVEN' the order simply negated the entire exercise of GOM/GOI/PRESIDENTIAL PLEASURE.

       IMPLEMENTATION: Not revised W.E.F. 1.1.96 and DEFIED THE PRESIDENTIAL ORDER..
      (C) GOI MOD ORDER No.14(3)/2004-D(PensionServices)/Vol.V dated 2.5.06. Para 1. the undersigned is directed to ....and to say that the Pension Tables for Revision of Pension in terms of the Orders issued under this Ministry's letter  d/d 1.2.06 are prepared by the PCDA(P) ALLAHABAD and vetted by CGDA NEW DELHI have been APPROVED BY THIS MINISTRY in consultation with DEFENCE FINANCE, ENCLOSED AT APPENDIX'A'(THE FAMOUS - MOST IMPORTANT CIRCULAR NO.350 ).

       COMMENTS:- The LESS said, the BETTER, since SO (TOO) MANY COOKS SPOILED THE PUDDING. AFTER DIGGING THE WHOLE OF A MOUNTAIN, THE RAT WAS NOT FOUND.
The Best Officials PREPARED, The Finest Senior Officials/Finance Experts VETTED, AND GOT APPROVED by the Highest admin authority (MOD) in consultation with THE FINANCIAL EXPERTS of Defence Ministry.

        IMPLEMENTATION:- NO QUESTIONS ASKED. NO DOUBTS AROSE. A PALTRY SUM, OF ABOUT 10% (40 TO 80 RUPEES) INCREASED ON THE ANNOUNCED AMOUNTS, WIDELY
COVERED NEWS ITEM ON 27.1.2006 NEWSPAPERS ACROSS THE COUNTRY.

      (D) PCDA(P) ALLAHABAD IMPORTANT CIRCULAR NO.350 D/D 29.5.06 :- This was FASTER AND QUICKER for preparation of PENSION TABLES which were numerous and large in numbers, classifying them into various categories. A huge voluminous work on compilation of tables, thanks to the vast use of computors.

        And the EASIER method adopted for calculation of Pension Tables was JUST TO CLUB THE ELEMENT OF MERGER OF 50% DEARNESS PENSION granted w.e.f.1.4.2004, to the EXISTING Basic Pension. This is SURPRISING and has no relevance to the orders of 7.6.99, 1.2.06 or 2.5.06, but was an offshoot of V CPC recommendation, that whenever the DA element exceeds 50% of the basic pay, that should be merged with the Basic pay, till the next CPC decided the pay scales afresh after 1.1.2006. God alone knows how this flash idea was converted into the IMPROVISATION OF PENSIONS OF ARMED FORCES ONLY AS PER THE ORDERS MENTIONED THEREIN.
      
        COMMENTS:- No comments to offer, the above IS SELF EXPLANATORY.

         IMPLEMENTATION:- Done with much of fanfare and amid high expectations. But the ground reality was just opposite and beyong UNEXPECTED EXPECTATIONS!

      (E) CIRCULAR NO. 353 DATED 14.6.06.:- THANKS TO THE INTERNET, THE TABLES WERE DISPLAYED ON THE INTERNET SINCE THE BOOKLETS ON PENSION TABLES COULD NOT BE PRINTED IN A SHORT SPAN OF TIME.

      COMMENTS :- NOTHING TO OFFER.

       IMPLEMENTATION : DONE AND NO QUESTIONS ASKED.

(F) DEPT OF EX-SERVICEMENT WELFARE COMPLETED 5 YEARS- In their blog, proudly announced, inter alia, ...other major initiatives include, - hiking minimum pension from Rs. 1,913 to Rs.3,500 pm, removal of linkage of full pension with a qualifying service of 33 years from Jan.01, 2006, commutation of pension increased, gratuity hiked from Rs.3.5 lakhs to Rs.10 lakhs and special family pension hiked from Rs.2,550 to Rs.7,000 pm.


COMMENTS:- The facts are twisted.  The fact is they have Hiked the MINIMUM PENSION OF 1275/- TO 3500/-, and NOT DONE ANYTING ON INCREASING THIS FROM 1275 TO 1913/-.
The delinking of 33 years was done for Officers at present and for others it is VAGUE. fOR PRE-1.1.06 PENSIONERS NOTHING IS DONE AS YET.

 (G)GOI MOD ORDER No.17(4)/2008(1)/D(Pension Policy) Dated 11.11.2008 : Para 5. The Consolidation of Pension will further be subject to the provision that the Consolidation of Pension, IN NO CASE SHALL BE LOWER THAN FIFTY PERCENT OF THE MINIMUM PAY IN THE PAY BAND PLUS THE GRADE PAY Corresponding to the Pre-revised Scale of Pay from which the Pensioner had retired/discharged, INCLUDING MSP AND X GROUP PAY WHERE APPLICABLE. (Example given). The Pension so calculated will be reduced pro-rata where the Pensioner had less than the Maximum required service of 33 years for full pension, and in no case it will be less than Rs.3500/-
      
COMMENT :- Para 4 of the order stipulates the CONSOLIDATION OF PENSION of pre-06 retirees. Para 5 simply states that such a CONSOLIDATED PENSION arrived should not be LOWER THAN 50% OF MINIMUM PAY OF VI CPC (MIN PAY BAND+GP+MSP)OF RESPECTIVE RANK AND GROUP.

        THE VI CPC dispensed with 33 years and introduced 20 years of service for earning full pension w.e.f.1.1.2006 which was accepted and approved by the Govt. But the 33years prescription still holds good in this order and as a result, the latest revision of pensions for pre and post 2006 pensioners have been left HIGH AND DRY resulting in widespread resentment amongst all.

THE ENTITLED PENSIONS AND THE SOLUTION

         INSTEAD OF COMPLICATING THE PENSION FIXATION ISSUE OF ARMED FORCES PERSONNEL, THE FOLLOWING COULD HAVE BEEN DONE AS PER THE ABOVE GOVT. ORDERS FROM 1.1.1996 ONWARDS:-

        (A) W.E.F. 1.1.1996: Instead of applying Civilian Employees pension of 1275/- (Lowest basic pay -2550/2) for AF Personnel, for a 15 yrs pensionable service,  the rank wise 50% of min.of scale should have been applied (for all ranks), i.e. For E - GP Ranks - Sepoy - 1460/-(2900+20/2), Naik - 1498 (2975+20/2), Havildar - 1635/- (3250+20/2), Nb Subedar - 2200/- (4400/2), Subedar, 2698/- (5375/2), Sub.Major - 3300/-(6600/2). Hony.Lt. - 5250/- (10500/2), and Hony.Capt.-5425/-(10850/2). Similarly for other groups of Army and their equivalents in the Navy and Air force.

        (B) w.e.f. 10.10.97:- Cquent to Restructuring of Groups/trades etc.w.e.f. as X Y Z, as per the recommendations of V cpc and high power committee recommendations. the same were not made applicable to pre-1.1.96/post 1.1.96 pensionersonse. Now the CoS committee too recommended to remove this anamoly. There fore the pensions which continued at 1275 minimum at this stage also, COULD HAVE BEEN RECTIFIED AS FOLLOWS:-

        FOR ALL GROUP Z CATEGORY OF TRADES W.E.F. 10.10.1997 :-  AC - 1525/-(3050/2), LAC - 1540 (3080/2), CPL - 1600(3200/2), SGT - 1888 (3775/2), JWO - 2600 (5200/2), WO- 3085/-(6170/2), and  MWO 3300/-(6600/2). Similar dispensation for other Groups of airforce and their equivalents in Army and Navy.

        (C)W.E.F. 1.1.96 AS PER  ORDER D/D 1.2.06 :- By calculating the Pension rates at the Highest post 10.10.97 Pay Scale with the pension formula is not benefieicial to the lowers, even with the increased weightage of age formula, the MINIMUM 50% BASIC PENSION FORMULA MAY BE CONTINUED. HOWEVER, not less than 1913/- min.pension may be applied in lower ranks, where it is beneficial.

        Thus w.e.f. 10.10.97:- For Groyp Z ranks :- AC - 1913/-, LAC-1913/-, CPL -1913/- SGT-1913/-(ALL AT PRESCRIBED MINIMUM LEVEL), and same for other senior ranks as at (b) above.

        (D) With the above rates, the 50%DR Merger w.e.f. 1.4.2004, should be effected on above rates on the Z group as -  AC - 1913+957 = 2870/- , LAC - 1913+957=2870, CPL - 1913+957=2870, SGT-1913+957+2780, JWO 2600+1300=3900/-, WO - 3085+1543=4628/-, MWO - 3300+1650=4950/- Similar dispensation for other groups and equivalents in the Army and Navy.

       And then,  with the above applicability of pension scales, the 6th CPC recommendations formula of multiplying with 2.26 with the basic pension, the revised rates could be arrived for Z group ranks as - AC - 1913 x 2.26 = 4323 r/off 4330/-, LAC - 1913 x 2.26 = 4323 r/off 4330/-,CPL -1913 x 2.26 = 4323 r/off 4330/-,  SGT -1913 x 2.26 = 4323 r/off 4330/-, JWO - 2600X2.26.=5876 R/off 5880/-,
WO -3085X2.26 = 6972 R/off 6980/-, MWO - 7458 R/off 7460/-
       
(THESE FIGURES ARE ARRIVED WITHOUT TAKING INTO ACCOUNT THE CoS report recommendations accepted by the Govt.)

INCONSISTANCY AND POSITIVE/NEGATIVE SPIRIT IN THE SAME ORDER/MINISTRY.

    The following ILLUSTRATION shall make all of us UNDERSTAND that in the name of MODIFY/INCREASE/IMPROVISATION OF PENSIONARY BENEFITS TO PBORS W.E.F.1.1.96,  The GOVT have SUCCESSFULLY and CONTINUOUSLY reduced the PENSIONARY BENEFITS.
HOW, HERE IT IS:-

     (A) By their orders of 1997 (for Civ.Govt.emp.) and orders of 1998 for AF Personnel, the Min. Basic Service Pension was increased by more than 3 times from 375/- pm to 1275/- w.e.f. 1.1.96 (in r/0 pre-96 pensioners.

     (b) By their Order of 7.6.99 MODIFIED PENSIONS, ARE AS PER FORMULA IS GIVEN BELOW AS AN ILLUSTRATION  :-

-----ELIGIBILITY: 50% OF MINIMUM OF THE SCALE.W.E.F. FOR SGT RANK OF GP Y -.
FROM 1.1.96:- 15yrs-1377, 16-1440, 17-1505, 18-1577,19-1635 and 20 yrs -1692,  ALL BELOW THE MINIMUM BASIC SERVICE PENSION OF Rs.1888/ (50% OF MIN.SCALE-3775/2). SO, THEREFORE, THE OLD SCALES GRANTED AS PER EARLIER ORDERS REMAINED UNCHANGED.

     (C) BY THEIR ORDER OF 1.2.06, 50% MAX.SCALE BE TAKEN TO DETERMINE THE PENSION(OLD FORMULA), subject to a minimum of Rs.1913/-.  AS PER THESE OPRDERS(IF WE TAKE 10.10.97 RESTRUCTED SCALES ALSO), THE SGT RANK OF Y GP GETS THE FOLLOWING :- 15 yrs-1780, 16-1865, 17-1980, 18-2035, 19-2120/- all below the min mark of 2160/- (50% of min.scale 4320/2). Add the element of 50% classification allowance-60/2=2160+30=2190/- But check the CIRCULAR 350, ALL MIN.PENSIONS START 1275/- ONLY AND NOT 1913/- EVEN.
      
       (D) THE V CPC/GOVT PRESCRIBED THAT WHENEVER THE DA % REACHES MORE THAN 50%, THAT MUST BE MERGED WITH THE BASIC PAY, TILL THE NEXT CPC RECOMMENDS AND GOVT DECIDES ON THE NEW RATES.

       THERE WAS NO P[ROBLEM FOR THE CIVILIAN EMPLOYEES. THEY GOT THIS BENEFIT TILL THE 6TH CPC RECOMMENDATION NEW SCALES/DA WAS IMPLEMENTED IN 2008.

       BUT FOR THE ARMED FORCES EMPLOYEES, 350 CIRCULAR HAD, INFACT, ADDED THIS 50% DP (50% DA MERGED WITH BASIC AS DP W.E.F. 1.4.2004) IN THE BASIC PAY OF 1275- TO 1913/-(min>LEVELS) AS IMPROVED PENSIONARY BENEFITS OF PBORs W.E.F. 1.1.06. (CIRCULAR 350). THIS HAD VITUALLY DONE AWAY WITH THE 50% DP MERGED WITH THE BASIC PENSION OF ARMED FORCES PENSIONERS.

        THE 50% DP MERGER ELEMENT SHOULD HAVE REMAINED TILL THE 6TH CPC IMPLEMENTATION. tHE MIN.BASIC PENSION AT THE LOWEST LEVEL SHOULD HAVE BEEN 1913/- AND THE 50%DP ADDED - I.E. 1913 + 957 = 2870/-

        THE LOWEST MIN.PENSION OF E.P. 1913/- SHOULD HAVE BECOME 4323/-R/O TO 4330/- FOR THE GP Y AIRCRAFDTSMAN/SEPOY W.E.F. 1.1.2006. ADDED WITH GCB AND CA IT WOULD HAVE BEEN 4690/- (4330+240+120). BUT THIS DID NOT HAPPEN. THE GOVT HAD FIXED THE MIN PENSION AT 3500/- ONLY.  
---------------------------------------------------------------
THE CoS REPORT/RECOMMENDATIONS, ACCEPTED BY GOVT.

       The CoS report recommended that all Pre-2006 Armed Forces Pensioners' pensions be revised by calculating at the notional maximum pay of post 2006 Pay scales (tables for each rank) (adding GP + MSP) arrived on the basis of MAXIMUM SCALE OF OF THE RANK AND GROUP of pre-2006,  alongwith enhanced weightage of age granted to the lowest three ranks. This amount may be added with 100% Classificiation Allowance and GCB Pay, if any, W.E.F. 1.7.09.

       THIS AGAIN LEADING TO THE PROBLEM OF JUNIOR GETTING MORE PENSION THAN THE SENIOR RANKS WITH THE USE OF ENHANCED WEIGHTAGE OF AGE GRANTED FOR CALCULATION OF PENSION.

THE FINAL AND BEST SOLUTION

       The FINAL and  the BEST POSSIBLE SOLUTION, is as SIMPLE AS DRINKING WATER, is PROPOSED BELOW:-

        *@ -  All the PRE-2006 PENSION cases be BROUGHT ON PAR with the POST-2006 PENSION cases, being calculated with the NEW PENSION FORMULA of MINIMUM 50% FOR 20 YEARS OF SERVICE, and then adding the GCB Pay (in full) and Classification (in full).

         *@ - The 6TH CPC's INTRODUCTION OF 20 YEARS ERVICE FOR EARNING FULL PENSION (BY DISPENSING WITH THE 33 YEARS SERVICE CONDITION, SINCE THE SAME HAS BEEN RECOMMENDED BY THE 6TH CPC AND ACCEPTED BY GOVT), thus paves way. (IN FACT THE BENEFIT OF DELINKING OF 33 YEARS OF SERVICE FOR FULL PENSION, IN RESPECT OF THE OFFICERS, HAS ALREADY BEEN IMPLEMENTED BY THE GOVT AND THE ARREARS HAVE ALREADY BEEN DISBURSED, LONG AGO).

          *@ - The enhanced WEIGHTAGE OF AGE FOR CALCULATION OF PENSION FOR THE LOWEST THREE RANKS, becomes INFRUCTUOUS and the 6th CPC had also dispensed with it.

          *@  - This New Pension would be BENEFICIAL and REMOVE ALL ANAMOLIES of the PAST AND FUTURE PENSIONS OF All Armed Forces Pensioners, ONCE AND FOR ALL.

        The govt may pay all differential pension (arrears) upto 30.6.09 as indicated above, and the NEW PENSION SCALES MAY BE PAID W.E.F. 1.7.09, AS DECLARED BY THE GOVT.(AS PER CoS REPORT, DULY ACCEPTED BY THE GOVT.  OR,

AS THE DECLARED POLICY OF THE GOI IS TO REDUCE THE NO OF CATEGORIES OF PENSIONERS TO TWO NAMELY PRE-2006 AND POST 2006 AS RECOMMENDED BY COS COMMITTEE ON PENSIONS , THE FINANCIAL BENEFITS ALSO SHOULD BE DISBURSED FROM 01012006 INCLUDING 70 PERCENT PENSINARY WEIGHTAGE AS IS DONE IN THE CASE OF LT. COL. THIS WILL SURELY GO A LONG WAY IN REDRESSING THE GRIEVANCES AND INSTILLING CONFIDENCE AMONG THE PENSIONERS OTHER THAN OFFICERS THAT THE GOI IS VERY MUCH CONCERNED ABOUT THEIR WELFARE AND REMEDIAL ACTIONS ARE INITIATED

THE GOVT IS NOT INCLINED TO GIVE ARREARS. FIRST THE EFFECTIVE DATE OF 1.1.96 WAS SIMPLY CHANGED TO 1.2.2006, WITH A RIDER, NO ARREARS WILL BE PAID.(1.2.06 ORDER).

THE CoS REPORT REPEATS IT. THE EFFECTIVE DATE IS CHANGED TO 1.7.09.  BE PREPARED, ACCEPT AND GET READY TO TAKE IT - A SOLACE

THE DREAM AND WISHLIST

AS PER NEW POLICY OF 6TH CPC, THE BASIC PENSION OF A 15YRS( + OLD WTG OF 5YRS=20YRS)  SGT RANK OF GROUP Y AS ON 1.7.09, WOULD BE:-

THIS RATE OF PENSION RS.10020/- IS FOR ALL GP Y SGTs, IRRESPECTIVE OF THEIR DATE OF RETIREMENT OR NO.OF YEARS/LENGTH OF SERVICE.

    your letter shows how mod orders are creating problems to under privileged esm in getting their due pension in time and no authority is taking any corrctive action to intentional man made errors.

  3. QUERY BY A SUB MAJ OF MES DRAUGHTSMAN CADRE
    Raised before me during a sainik sammelan-


    The JCO, a Sub Maj of MES (Draughtsmen) cadre, stood up and stated that a SM gets a grade pay of Rs 4800/- and on being promoted he is appointed as a Chief Draughtsman up from a Sr Dtmn (subedar (GP-4200/-))

    As against this, a MES civilian draughtsman, who reaches a GP of 4200/- is appointed to the rank of an AAD (Asst Arch Dir).

    Now this civilian AAD dines in the officers' mess with offrs while the Sub Maj cannot. (The AAD is equallant to an AE (Asst Engr)).The AAD lines up along with the other officers to recieve a VIP, sits for offrs' conferences and attends the weekly offrs tea in the office.

    What is even more irritating for the Sub Maj is that while the fauji draughtman is a college diploma holder, the civilian counterpart is taken in from the ITI (Industrial Trg Institute).

    This situation has been on for donkeys years in an organisation headed by a fauji and as the wizened JCO smirked, saab, you all shall soon get over the indignity about the izzat- vizzat and just enjoy the higher pay pack.



    Can I request you to respond on the JCO issue, Navdeep?

    This quesy was raised by me to Navdeep, on his blog, about 8 months back. He in turn had written to many senior officers of Engineers. But , it seems, none responded.

    Regards. I do not nurse the habit of arguing with my comrades-in-arm but always counter injustice we face at the hands big Brothers. In this particular case I am compelled by my conscience to place the facts in order. The particular person who chatted yesterday ( 10-11-2009) under the name of S. Singh is a fake identity (Ploy) planted by those who do not want JCOs. and below to get what ever small the Centre Govt. wants to give us as a result of CoS report, though in garb of ONE RANK ONE PENSION. These big brothers fear that if we get that, we will not fall in at their call when they want to show their number to the govt .to pressurize it. Every one is aware that it is not ONE RANK ONE PAY but IMPROVED PENSION. This S. SINGH was never seen chatting earlier on this C' Box . Even Vet. Gavini has pointed out this fact at 18.46 hrs.
    The same person has earlier appeared, as Anonymous, in comments column on Vet. Gavini's blog under my article, Let the JCOs. and below get some thing which Vet. Gavini posted on 06-11-2009. You all must go through his comments. In his first comment he showed sympathy with our cause and suggested that some veterans should sacrifice and then the govt. will give us some thing. He was given a reply by me in very polite words. In his second comment he changed his colour and talked other way. When he got a befitting reply from me, he just vanished for two/ three day and suddenly appeared on Vet. Gavini's C' Box on 10-11-2009 when I gave the news to veterans that I have contacted PM office and we will get appointment fixed to meet PM between 15-11-2009 to 20-11-2009.
    During his chat he spoke much against me and other veterans posing such questions as if he is well informed person, thinking himself 'a figure among ciphers' and sympathized and then provoked Vet. Gavini to great extant resulting into Gavini's out burst against me continuously for which I do not ( R) not blame Vet. Gavini at all. His out burst was totally due to provocation by the ploy, S. Singh. During his chat the ploy criticized Vet, Raju saying that his offer of donation was tactics to collect the money from other veterans. He provoked every one and found time to suggest ( at 18.09 PM) that Gurgaon, where claimed to be residing, was best place for Hq. and the alternative place was Vet. Gavini's place i.e. Hydrabad. What a good suggestion it was but by his words he disclosed the motive of his dirty game to dislodge our plan. This is what his mentors wanted him to do.
    Now ,Dear veterans we have to see through the tricks of our big brothers who never speak a word about JCOs. and below. At the same time, I do not blame our Veteran brother Gavini because all his out burst was natural and due to the provocation by said S. Singh. At the sane time, I must state here that I have explained to Vet. Gavini in my E'mail 08-11-2009 and requested him to discuss my proposal with Veterans Raju, Kannan and RKS and let me know .I clearly told him that this arrangement of making Hq.at Patiala, was till the whole structure is formed and the constitution was finalized and registered after our meeting in Patiala which was to take place on 26th January,2010. Now I would I would like to intimate my veteran brothers that our program fully stands but only thing it is delayed a bit .Rest all details will be intimated soon to the veterans. O.K.Thanks.

    WITH DUE RESPECT I WISH TO CLARIFY THAT YOU HAVE THE FEELING THAT I AM PROVOKED, WHICH IS TOTALLY WRONG AND MAKE-BELIEVE OTHERS. I AM SURPRISED AT YOUR STATEMENT ON MY VIEWS ON THE PROPER FORMATION OF AN ASSOCIATION AS "provoked Vet. ABOUT REGISTRATION, ABOUT BYE-LAWS, ABOUT MEMORANDUM OF ASSOCIATION, ABOUT PROPER BANK ACCOUNT AND ITS JOINT OPERATION, ABOUT RESOLUTION OF THE EXECUTIVE COMMITTEE TO OPEN THE BANK ACCOUNT, ETC.ETC. WHICH WAS POSTED IN THIS BLOG ALSO. AND NOTHING AGAINST ANYONE.

    I HAVE ALSO AMPLY MADE IT CLEAR THAT I DO NOT WANT TO BE A PART OF SUCH AN ADHOC ASSN AND BE EXCUSED.
