REVISION OF PAY SCALE/UPGRADATION OF GP TO 4200 IN RESPECT OF HAVILDARS AND EQUIVALENTS
The MOD had approved the Machine Operator(Offset) (in 4500-7000 scale) GP @Rs. 4200/- and The Asst Master in Military Schools (in 5500-9000scale) GP @Rs.4600/- w.e.f. 1.1.2006. But the Air Force Group X -Sgt (Engg.degree/diploma) with a BP of Rs.5000/- and Edn Inst.(Sgt GpX) ( PG Degree/B.Ed.qualification) with a BP of 4965/- are still in the GP of Rs.2800/- and similarly, the fate of Navy Personnel Art.III-I, who is equivalent to a JCO rank is in the GP of 3400/- w.e.f. 1.1.2006.

As per the recommendations of the 6th cpc, the Govt had upgraded the earlier pay scales of Rs.5000-8000 and 5500-9000 and merged with the scale of pay of 6500-10500 in r/o the Civilian employees, and were placed in the Grade Pay of Rs.4200/-. (consequently, the payscale of rs.6500-10500 was merged with 7450-1150 pay scale, with the Grade pay of Rs.4600/-).
The Govt of India, Ministry of Finance, (Dept of Revenue) vide Order F.No.1/1/2008-IC dated 13.11.09, had upgraded the posts which were in the pre-revised scale of Rs.6500-10500 as on 1.1.2006 by granting them grade pay of Rs.4600 in the pay band PB-2. (The matter has been considered and it has now been decided that the posts which were granted the normal replacement pay structure of grade pay of Rs.4200 in the pay band PB-2, will be granted pay of Rs.4600 in the pay band PB-2 corresponding to the pre-revised scale of Rs.7450-11500 w.e.f.1.1.2006).
The 6th CPC Report - MOD too contained similar dispensation/arrangement for its Civilian employees (SECTION II- (ii) Merger of 5000-8000 and 5500-9000 with that of 6500-10500 and the 6500-10500 to be merged with the 7450-11500 scales) w.e.f. 1.1.2006.
Fruthermore, the full test of Sub Para (iii), (iv) and (v) is as under:-
(iii) The Posts in the scale of Pay of Rs.6500-10500 carrying a Minimum Qualification of either a DEGREE IN ENGINEERING or a DEGREE IN LAW should also be upgraded and placed in the scale of pay of Rs.7450-11500, corresponding to the revised pay band of PB-2 of 9300-34800, alongwith the GP of Rs.4600/-
(iv) The posts in Scientific Staff in the Scale of pay of Rs.6500-10500 carrying a Minimum Qualification of a ENGINEERING DEGREE or a POST GRADUATE DEGREE should also be upgraded and placed in the scale of pay of Rs.7450-11500 corresponding to the revised pay band of PB-2 of Rs.9300-34800 alongwith a GP of Rs.4600/-.
(v) On sub-paras (iii) and (iv), Upgradation may be done by the Ministry of Defence in consultation with Integrated Finance.
Now that the Ministry of Finance had cleared the decks for the Civilian Employees (in fact improved and upgraded the earlier Grade Pay, it is high time that the MOD may urgently clear the hurdle AFTER CONSULTATIONS with the INTERGRATED FINANCE (the Dept under their OWN MINISTRY) AND REVISE THE PAY BAND TO PB-2 AND UPGRADE THE GP TO 4200/4600 AS THE CASE MAY BE.
