URGENT MODIFICATIONS/AMENDENTS REQUESTED IN THE ASI 01/S/08 AND NSI 01/S/08

        In the earlier postings(04 Oct 09), I appealed for an  URGENT MODIFICATIONS REQUESTED TO AFSI 01/S/08, in this blog. Similar disparities exist in the ASI and  NSI 01/S/08, which also needed urgent amendments, as stated below:-

(A) ASI 01/S/2008.

Para 3(a) PBOR term may be replaced with "SAINIKS  OR OTHER RANKS" (SEP/NCOs/JCOs/HON COs RANKs), AS the same denotes all ranks OF SEPs TO HONY COMM OFFR RANKS including Class IV Civilian Staff and Nc(E), BELOW OFFICER RANKS, which is not proper by any Army standards. The Class IV and NCs(E) form a different class by themselves. Thus clubbing them all into one class gives wrong signals, such as,  ALL OF THEM ARE EITHER GROUP 'D' OR GROUP 'B'. Obviously, PBOR means only there are (1)OFFICERS CLASS and (2)BELOW OFFICERS CLASS.

5(d) MSP :- The fixed rates of Rs.6000/-&2000/- may be DISPENSED WITH, as the same reasoning could be deduced as stated at (a) above.

MSP MAY BE FIXED AT A CERTAIN PERCENTAGE TO THE BASIC PAY OF ALL RANKS, AS THEIR SERVICES ARE BATTLE PRONE. (The High Level Empowered Committee headed by the Then RM Shri Sharad Pawar opined that the AF Personnel's services are distinct and a SPECIAL DISPENSATION IS NEEDED (even for their pensions). Therefore, it would be just to fix MSP

(1) PREFERABLY 50% OF BASIC PAY OF OTHER RANKS (DOUBLE THE RATE OF NER ALLOWANE @25% to the basic pay GIVEN TO CIVILIAN EMPLOYEES(WHOSE SERVICES ARE NOT BATTLE PRONE), OR

(2) RS.2000/- TO SEPOYS, 2500/- TO L/NAIKS, 3000/- TO NAIKS, 4000/- HAVILDARS, 5000/- TO JCOs AND 6000/- TO HONY COs AND THEIR EQUIVALENTS.

(3) The Same Rates given to the MNS officers (whose services are not BATTLE PRONE).
Para 13. ENTRY LEVEL SCALES.


ALL SCALES BE RAISED BY ONE STEP ABOVE. THAT IS STARTING WITH A RECRUIT'S GRADE PAY AT Rs.1900/-, SEPOY 2000/  NAIK-2800/- IN PB-1, HAV BE MOVED UP TO PB-2, GP 4200/-,  JCOs TO 4800/-,4800 AND 5400/ IN PB-2 AND HON COS TO 5400/- IN PB-3.

PARA 14. PROMOTION:-

The present dispensation of 3% increase of pay on promotion is unjustified. This is given for annual increment. Annual increment and Promotion are TWO different entities. Hence at least a 10% increase in existing pay is justifiable on account of hard earned promotions/ACP/DACPs.

Para 15. ACP : In the present form it is detrimental to the interests of airmen. May be formulated on the lines of orders issued in respect of civilian employees.

(B) NSI 01/S/08

The Class IV and NCs(E) form a different class by themselves. Thus clubbing them all into one class gives wrong signals, such as, ALL OF THEM ARE EITHER GROUP 'D' OR GROUP 'B'. THE ART.III-I HAS BEEN EQUATED WITH THE RANKS OF JCOS AND EQUIVALENTS. tHEIR v CPC SCALEWAS 5120-100-7120, MORE THAN THE EDN INST/ENGG.DIP HOLDER RANK OF GT IN IAF.

THESE THREE TRADES - ARTIFICER III-I OF NAVY,  ENGG.DIP. SGT AND EDN INST TRADES OF ARE TO BE GIVEN SEPARATE PAY SCALES WITH PAY BANDS IN PB-2 WITH GRADE PAY OF 4400 AT LEAST.

HAVILDAR AND EQUIVALENTS MAY BE GIVEN GP OF 4200 IN PB-2.

PARA 22. POWER TO RELAX.

Where the President is satisfied that the Operation of all or any of the Provisions of THESE RULES, CAUSES UNDUE HARDSHIP in any particular case, he may, BY ORDER, DISPENSE WITH OR RELAX  the requirements of that RULE to such an extent and SUBJECT SUCH CONDITIONS as he may consider necessary for dealing with the case in a JUST AND EQUITABLE MANNDER.

     SO, there being a provision to change/relax/dispense with any para/, the task of changing the relevant unhlpful para/rule becomes easy.

      HEPEFULLY, THE GOVT WILL ACT FAST AND RELIEVE THE TENSIONS OF ALL VETERAN EX-SERVICEMEN.
