STEP MOTHERLY TREATMENT TO HONY.RANKS - PAY-WISE AND STATUS-WISE

        THE ANGUISH OF HONY.LT SN DUBEY, POURED OUT IN HIS E-MAIL (Why such differences in the pay of Honorary Officers, please stop it.) SENT TO ME, IS POSTED BELOW FOR THE BENEFIT OF INFORMATION OF ALL VETERN BROTHERS:-

When I see a quotation of Commanding officer when Subedar Major of Bn awarded Hony Lt rank ,” It is easy to become a General for a gentleman cadet but too tough to become an Hony officer.” Vth CPC fixed Rs 10500/-pm and Rs 10800/- the pay of Hony Lt and Hony Capt and pension was Rs 5250/- and Rs 5400/- while pay of Lt was 8250/-.It shows the difference in pay was Rs 2250/-pm. It was a respect to that Rank. There was no comparison of pay with ranks. It is requested to fix the pay and pension of Hon Ranks like other Pay Commissions.If they are Lieutenant pay should be fixed ie ;Rs 20500/- pm for Honorary Lt and Rs 23000/-pm for Hony Caption either they got commission in the rank of subedar or subedar major along with Grade pay and MSP which is applecable to the Rank.

In 6thCPC the pay of any rank is not fixed why ? When we multiply 10500*1.86 the sum comes Rs 19530 and 10800*1.86=20090.00( for fitment of the pay).But it is not so.I want to show a calculation of the pay of a Sub of X and Y group awarded Hony Lt:-

A subedar of X group whose service was 28 yrs, pay as on 14 Aug 2009 was Rs 15710+4600(GP)+1400+2000=23710.00

Pay of Hony Lt on 15 Aug 2009 was- 21710.00*1.03=22370.00, Basic pay-Rs 16370+5400(GP)+6000(MSP)= 27770.00

(b) A Sub of Y group having service of 28 Yrs , pay as on 14 Aug 2009 was Rs 14320+4600+2000=20920.00

Pay of Hony Lt on 15 Aug 2009 becomes - 18920*1.03=19490.00, Basic pay Rs14890.00+5400+6000= 26290.00

Difference in the pay of same rank is –Rs 1480.00 pm

Next example of Subedar Major of X and Y group with service of 34 years awarded Hony Lt on 15 Aug 2009-

© Pay of SM of X Gp- 17650+4800+1400+2000=25850.00

Pay of Hony Lt on 15 Aug 2009- 23850*1.03=26630.00, Basic pay becomes Rs 20430+5400+6000=31830.00

(d) Pay of SM of Y group on 14 Aug 2009- 16850+4800+2000=23650.00

Pay of Hony Lt on 15Aug 2009- 21650+1.03=22300.00 Basic pay becomes Rs 17500.00+5400+6000.00=28900.00

Difference in the pay of same rank is- Rs 2900.00 pm

And difference of Pay of Hony Lt( from Sub and Subedar Maj) is too much . Why?

Why the same rank is honoured with such differences? Who will think? Was Post Pay Commissions wrong who fixed same pay of Hony ranks for all ie; Subedar and Subedar Maj? Is 6th cpc right who gave a clear differences in the pay of same ranks? We are not talking about post 2006 but for today which is going on the ground.

It is requested to put up the point before our leaders and ask clearifications why it is so? Surya Bhagwan Hamesa Sabko Ek Aankh Se Dekhte Hain. Hamari Supreme Cdr Kyon Nahi?

        THE ANGUISH IS NATURAL AS THE DAMAGE CAUSED IS GLARING.

        On a closer examination, it can be seen that the CUSTOM of giving HONORARY COMMISSION RANKS  is prevalent in the Armed Forces only. We do not find this CUSTOM in any other GOVT ORGANISATION. Not in the Para Military Forces, Central or State Police Forces. We do not find any other category of employees, moving up the ladder, and getting the ranks of  Hony.R D O/Deputy Collector, Hony.D S P/S P, Hony.Dy.Cmdt/Cmdt, Hony.Director/Manager etc. Even the State Govt employees, conferred IAS/IPS are simply known by their Designations/appointments, but never called as CONFERRED STATUS employees. They are Regulars to hold the ranks they are promoted to these rank and enjoy the full pay and status benefits.
       
       What is this HONORARY THING? It means CONFERRING HONOUR, HOLDING A TITLE OR OFFICE WITHOUT PERFORMING SERVICES OR WITHOUT REWARD. Outrageous/Ridiculous?

       And what is an HONOUR? It is the ESTEEM DUE or PAID TO WORTH, RESPECT, HIGH ESTIMATION, EXALTED RANK, DISTINCTION, CHASTITY, VIRGINITY, PRIVILEGE, VENERATION, A HIGHER GRADE OF DISTINCTION FOR MERITORIOUS, ADVANCED OR SPECIALISED WORK, ILLUSTRIOUS etc.(Chambers Dictionary)

       GOOD GOD! ENOUGH NOW!!

       REMEDIES SUGGESTED.
      
       (1) Promote all  Subedar Major (and their equivalents) with a Minimum of 3 years service as Lt regular rank with all attendant benefits attached.
      
       (2) Promote all Subedars (and their Equivalents) with a minimum 8 years of service (and not promoted as Sub Maj rank due to any reason) as Lt regular rank with all attendant benefits.

       (3) And fix the pensions on the above basis from 1.1.96/1.1.2006.
      
       (4) And confer Hony ranks to retired JCOs and their equivalents (other than the above 1 and 2 categories) as a mark of respect to them for rendering their past services to the Nation (Armed Forces).
    
       The Senior Rank Officials in the Forces are under obligation to care for their men and ameliorate their sufferings, emanating from personal, financial/administrative, war/peace time, and social/official status issues/problems. THE SOONER, THE BETTER.
