Although the OFFICERS segment was fotunate to have garnered the benefits, from Implementation of AVS Committee Recommendations Phase I and II, Liberal and Generous benefits under VI CPC recommendations, yet there was large scale resentment and unhappiness on the outcome of CPC report. Especially the ORs, for the very low benefits dished out to them. Even worse was in store for the Veterans.
Taking advantage of the situations, the OFFICERS class, naturally took LEAD, most ostensibly in the name of the ORs, RESTORATION OF 70% WEIGHTAGE FOR PENSIONS revision (WHICH THE GOVT AGREED IMMEDIATELY), and upgradation of Pay Scales for the Middle Level ranks of officers and other related issues pertaining to officers etc.
With the loyal and unquestioned support from the lower ranks they organised PROTESTS, DHARNAS, FASTS AND FINALLY RETURNING OF MEDALS TO THE PRESIDENT. THE GOVT was, in a way, forced to notice the disappointment in the rank and file and granted certain reliefs. Mainly for the officers - such as Lt Col from PB-3 to PB-4, Creation of HAG scale, upward revision of Pensions of Pre-96 pensioners, delinking of 33 years for earning full pension w.e.f. 1.1.2006. All in the name of PBORs. Even after 14 months after 6th CPC recommendations implemented, NOT A SINGLE BENEFIT ACCRUED to the so called PBORs.
Now WHO HAS TO TAKE UP THE ISSUES OF PBORs WITH THE GOVT OF INDIA?
The PBORs believed and hoped that as is the usual practice, their grievances would be attended and taken up by their superiors (Officers), since they are vested with the power TO DO THE CORRESPONDENCE WITH THE GOVT. They waited and waited. NO ONE CARED TO HIGH LIGHT THEIR ISSUES. AND EVERY AVAILABLE OPPORTUNITY WAS WASTED. The following questions trouble the minds of PBORs -
- HAVE THE OFFICERS STOPPED THINKING ABOUT THEIR MEN?
-ARE THEY SIMPLY OR REALLY NOT AWARE OF THE ISSUES OF PBORs?
-IF THEY DO NOT SHOW CONCERN/SYMPATHY TO THE MEN'S CAUSE, AND UNDERSTAND THE ISSUES/ PROBLEMS OF THEIR MEN, HOW AND WHAT THEY CAN EXPECT FOR THE MEN FROM THE GOVT?
-IF THE OFFICERS SHED THEIR RESPONSIBILITY (AS CAN BE SEEN IN THE RECENT PAST) WHAT DO THEY EXPECT FROM THEIR MEN TO DO?
- TO SIT/KEEP QUITE TILL THE OFFICERS GET TIME TO FOCUS ON THEIR ISSUES?
- TO SEARCH AND FIND WAYS TO SOLVE THEIR PROBLEMS/ ISSUES THEMSELVES?
PLEASE...PLEASE....SIRS....THE ABOVE QUESTIONS, agitated in the minds of your men DEMAND SOME ANSWERS AND QUICK ANSWERS.
ON SIMILAR LINES, the following comments made by some Sr Veterans on Joint Memorandum given by IESL, IESM and others to Hon'ble Prime Minister, Defence Minister and others, SPEAK VOLUMES OF ABOVE QUESTIONS:-

Dear Veteran (Gen.) Bahri ,
Regards and thanks for the pain taken to draw the attention of the authorities towards the travails of the Veterans, specially Pre-2006. Sir, if you are net-savy, you must have noted the feelings of informed veterans among the under- privileged section ( Sub.Maj. and below).I shall not use the misfit term 'PBOR' coined by some mischief monger ( to be used for all ranks- Sub. Maj. and below ) who knew not that Sub. Majors, Subedars and Naib Subedars are, all, Junior Commissioned officers, where as Havildars and Naiks are Senior Non-commissioned Officers and it is not justified to address them as 'PBORs' i.e. Personnel Below Officer Rank.Through you, I shall, humbly, request all not to use the term 'PBORs'. We have already requested Centre Govt. to find out some other suitable and respectable word to replace this sluggish term. About the Joint Memorandum, I have the following two points to draw your attention.
1. The authors of Joint Memorandum dt. 14-10-2009, of which you are the Convener, submitted to Hon'ble Prime Minister and others have forgotten to stress upon point of pension @70 % and 60 % for Sub.Maj. and below, which the Govt. has accepted along with Change of Pay Band from PB-3 to PB-4 for Lt Col. It may be due the fact that enough energy was consumed on stressing the demand of Lt. Col. and the authors were now much tired and thought it better to keep quite on this point in a bid to utilize their energy for other points relating to officer cadre.
2. Secondly, Sub. Major and their equivalents in other two services, presently in Pay Band, PB-2 justifiably deserve to be placed in pay Band PB-3 and Hav. and their equivalents, presently in Pay Band , PB-1 along with Class IV employees to be placed in Pay Band,PB-2 as their civilian counter-parts drawing same, or even less, pay in 5th CPC have been placed in upper Pay Bands.

Sir,
well said, the energy is kept for any other issue concerning to officers. They dont have time and energy to give thought to the problems of sub maj or havildars are facing.Most of their time and curiosity is spent in comparing them with additional secretaries and secretaries and asking for left overs if any.
When others , say subedar majors or havildars are benefited by 70% or 60 % of pension benefits, in what way it is going to help them in claiming 11,000 rupees difference in OROP for officers , what they had asked in all the four pages.
They claim to be chairman of all exservicemen movements, but totally forgotten the exservicemen and their conditions, but keeping in mind their own benefits, which normally happens in civil trade unions.
We had forgotten our uniforms, the oath we had taken on all Air force days(08 Octs). That FOR THE MEN WHO ARE PLACED BELOW ME RAKSHA KARUNGA. NOW THE NEW VERSION IS I WILL TAKE ALL YOUR SUPPORT TO REPRESENT BUT IN THE CASE OF BENEFITS FIRST MERA RAKSHA KARUNGA( THAT IS FOR OFFICERS FIRST)AND WHEN THE CHANCE OF MEN COMES I WILL TURN MY HEAD OTHERSIDE.
DEAR PJS JI, ENOUGH IS ENOUGH LET US NOT WAIT FOR SOMEBODY TO LEAD AND FOOL US AGAIN AND AGAIN.WE ARE ALL UNITED UNDER YOUR LEADERSHIP AND PLEASE MAKE A NEW PLATFORM FOR US AND WE WILL PROJECT OUR PROBLEMS TO THE GOVT DIRECTLY.
ONCE THE GOVT AGREED FOR SUB MAJ AND HAV WHERE IS THE QUESTION OF BACK TRACKING.

Respected General. Regards----Under your leadership joint letter written to PM shows that you are totally committed to see we all get our rightful dues of OROP .Is is an positive joint move ,to represnt exservicemen but after reading the contents I personally feel nothing regarding 70% issue included in the letter. In fact Govt. agreed and committed having agreed but keeping mom. Pl write seprate letter and oblige. thanks.

Sir All Associations signed letter have totally forgetten they are representing all ranks encluding JCOs/SNCOs and jawans who,s welfare should have been first by alloting high prioriry ,but totally neglected and joint letter does not contain even one issue pertaining to the poor jawans who are deprieved ---and are waiting till date and got nothing. On the other hand officers enjoyed Diwally by receiving lacs as arrears. Sir , Now, time has changed and nothing can be hidden and 90% jawans are educated through Net, Computer,Media and press the real picture can be seen. SORRY TO SAY WE ARE LOOSING FAITH ON OUR REPRESENTATIVES ( OFFRS ).---AND FOR THAT BLAME HAS TO BE SHARED BY OUR SENIOR VETERANS Keeping in view the above and also also letter written to you sir by by Veteran Prabhjot singh every word written are true and request sir demage control measures must be take immediately before it is too lateplease try to regain lost faith .
